Position Summary
Plays a critical role in overseeing the efficient utilization of spectrum resources within the telecom network infrastructure. This position involves monitoring the use of frequency spectrum, resolves conflicting demands, maintenance of the automated system used for frequency spectrum monitoring, developing regulations for the monitoring of radio frequency usage, conduct inspections for illegal use of spectrum and ensure interference free operations. Additionally, the Senior Engineer advances the introduction of new wireless technologies and develops measurement tools, data, and methods to propose fair and efficient spectrum assignment, allocation and sharing where applicable.
Key Responsibilities:
- Develop regulations for radio frequency monitor and implementation of the set regulations.
- Inspect radio communication services stations/base stations to verify compliance with license obligations and recommend for enforcement action when necessary.
- Undertake comprehensive spectrum audits using the Spectrum Monitoring System (SMS) and drive measurements to independently verify mobile network operators’ compliance with their license obligations.
- Identify illegal Frequency usage and come up with necessary recommendations for enforcement
- Investigating, reporting and proposing the solutions on cases of frequency interference.
- Undertake daily monitoring of frequencies to determine utilization and compliance in relation to prescribed license conditions
- Provide technical assistance to all spectrum users and solutions to all frequency interference problems.
- Prepare spectrum utilization reports based on frequency usage technical audits
- Operate and maintain spectrum monitoring system including National Spectrum Control Centre (NSCC), Fixed, Transportable, Mobile and Portable Monitoring Stations (FMS, TMS, MMS, PMS) and related test equipment and provide regular report on its status
- Prepare reports on the operations of Frequency monitoring system and associated remote stations
- Develop coordination requirements of radio communication services (terrestrial and satellite services).
- Analyze and respond to frequency coordination request from neighboring countries
- Monitor the Electromagnetic Field (EMF) radiation of broadcasting and mobile network equipment in compliance with the international technical standards
- Prepare annual report and propose budget for the next year.
- Participate to regional and international activities related to spectrum monitoring Study Groups (EACO, ATU and ITU) Working Parties, Conference -Preparatory Meetings, World Radio Communication Conferences.)
- Keep a register of the reported and solved radio frequency interference cases
- Gather monitoring data on spectrum occupancy to determine levels of usage and congestion to feed into the spectrum planning and frequency assignment teams
- Perform any other tasks that may be assigned by the supervisor
Required Qualifications:
Bachelor’s degree in Telecommunications Engineering, Information Systems Management, Electronics and Communication Engineering, Electrical and Computer Engineering and Electromechanical Engineering with minimum 3 years of experience in telecom network engineering, resource management within the telecommunications industry.
Competencies and Skills required:
Employee in this position should be able to demonstrate the following competencies and abilities:
- Technical skills to operate, radio frequency monitoring tools like:
- Operate receiving equipment, antenna systems, remote monitoring systems and workplace equipment
- Operate direction finding equipment
- Use HF, VHF, UHF and microwave receiving techniques
- Use triangulation techniques
- Understand legislations, codes of practice and other formal agreements that directly impact on monitoring of radio communications signals.
- Understand specific WHO requirements that impact on monitoring in terms of safety of self and public safety: RF personal protective equipment, EMR at RF transmission sites, building site induction requirements and environmental conditions.
- Demonstrate the ability to apply specific monitoring procedures for radio communications and relevant organizational policies and procedures
- Demonstrate expertise in radio communications systems used in the relevant work context.
- Ability to handle specific issues related to antenna performance: directivity, gain and height.
- Understand the effects of cable attenuation and impedance mismatch
- Understand modulation methods: Analogue Modulation (AM, FM& PM), Digital Modulation (single carrier modulation and subcarrier modulation), Pulse modulation and spread modulation.
- Knowledge on propagation properties of terrain and RF awareness
- Technical skills in ICT Policies and regulations
- Knowledge of technical standards and spectrum administration
- Ability to describe transmission methods and jamming techniques that enable transmission of undesirable information, or prevent installed systems from operating correctly
- Express specialized competencies in ICT/ Telecommunications Engineering and related Communications Technology Services
- Electronics & telecommunication, international quality assessment procedures especially ITU requirements
Professional Qualification
Having one of the following professional certifications is added advantage:
- Certified Spectrum Management,
- Professional Certificate “Advanced Spectrum Management, Certified
