1. Introduction & Background

Prime Life Insurance Ltd and Prime Insurance Ltd (“the Companies”) are regulated insurance companies operating in Rwanda. In line with ICT resilience and cybersecurity guidance from the National Bank of Rwanda (BNR), the Companies wish to strengthen their network security perimeter by eliminating the single point of failure currently present in their firewall infrastructure.

The Companies intend to procure two (2) next-generation firewall appliances to be deployed as a High Availability (HA) pair, together with the associated licences, subscriptions, installation and configuration services described in this RFP. Each of the two appliances will be procured, one on behalf of each Company, with shared/common licences and subscriptions to be jointly funded by both Companies.

2. Purpose of this RFP

The purpose of this RFP is to invite competitive, sealed technical and commercial proposals from qualified and reputable ICT security suppliers/vendors for the supply, delivery, installation, configuration and support of the firewall HA solution. The Companies wish to obtain competitive; value-for-money offers while ensuring the selected solution meets the technical, security, and interoperability requirements set out in this document.

3. Scope of Requirements / Technical Specifications

This RFP is restricted to Fortinet-branded products only, to ensure full compatibility with the Companies' existing Fortinet FortiGate-100F firewall estate and consistency of the Fortinet Security Fabric across both companies. 

4. Eligibility & Bidder Qualification Criteria

• Legally registered company in good standing, with a valid Rwanda Development Board (RDB) certificate of incorporation (or equivalent for foreign bidders).
• Valid tax compliance certificate from the Rwanda Revenue Authority (RRA).
• Demonstrated authorised Fortinet partner/reseller status, 
• Minimum three (3) years' demonstrable experience supplying and supporting enterprise-grade firewall/network security solutions in Rwanda.
• At least two (2) verifiable reference clients (preferably in banking, insurance, or other regulated sectors) for similar deployments.
