1. Introduction to Offerors: Hinga Wunguke is a USAID five years program implemented by CNFA in Rwanda. The goal of the Hinga Wunguke Activity is to support increased agriculture productivity and income, access to finance and markets, access and consumption of nutritious food products in Rwanda, while increasing the resilience of the agriculture and food systems to the changing climate.

As part of Activity interventions, CNFA requires the services of independent firm or team of consultants to identify existing mechanization services, gaps, opportunities and key interventions for Hinga Wunguke, with recommendations. Section B provides full details on the required Scope of Work.

Offerors are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this Solicitation. An independent team of Consultants and Firms at local or international levels are eligible for consideration in response to this re-solicitation. Failure to adhere to the instructions described in this solicitation may lead to the disqualification of an offer from consideration. Please reference the re-solicitation number in all responses.

2. Offer Deadline and Protocol: Offers must be received no later than 12 p.m., Kigali time, on Wednesday August 16^th, 2023. All interested and qualified team of candidates/firms should submit a file containing updated CVs for independent team consultants or firm team members, a two-page write-up on the proposed high-level methodology, machinery equipment applicable to Rwanda and relevant experience of the applicant, as well as the preferred daily rate in USD, to: ModAg@cnfarwanda.org. Please include “Mechanization Assessment” in the subject line. Only successful applicants will be contacted. 

Offers received after the specified time and date will be considered late and will be considered only at the discretion of CNFA. The cover page of this re-solicitation summarizes the important dates of the solicitation process. Offerors must strictly follow the deadlines provided on the cover page to be considered for an award.
