Position Summary
RHIYW is seeking a Technical Advisor for Comprehensive Abortion Care (CAC) to provide strategic and high-level technical guidance across all project activities. The goal of this role is to strengthen the national health system’s capacity to prevent disabilities and deaths resulting from unsafe abortion and to ensure the delivery of high-quality, evidence-based comprehensive abortion care services. This includes supporting the integration of telemedicine within public primary health facilities.
The CAC Technical Advisor will play a pivotal role in building the capacity of health facilities and healthcare providers including medical doctors, nurses, and midwives to implement comprehensives abortion care services in accordance with national policies and clinical guidelines. Additionally, the advisor will contribute to operational research, program design, monitoring, and evaluation, ensuring that evidence and lessons learned guide future programming and inform policy recommendations.
This position will be based at the Rwanda Ministry of Health / Rwanda Biomedical Center (RBC) within the Maternal, Child, and Community Health (MCCH) Division, under the direct supervision of the MCCH Division Manager.
Key Responsibilities
- Provide technical advisory support to the MCCH Division at RBC in implementing Comprehensive Abortion Care (CAC) programs.
- Support the development of CAC program strategies, guidelines, and operational plans.
- Monitor and supervise the quality of CAC activities at health facility level.
- Lead the integration of CAC interventions in selected project health facilities.
- Contribute to the design, implementation, and monitoring of CAC-related assessments and research.
- Support training, mentorship, and capacity-building of healthcare providers on CAC and use of telemedicine in CAC.
- Participate in report writing, program reviews, and technical coordination meetings.
- Ensure alignment of project activities with national policies and frameworks.
- Perform any other related duties as assigned.
Qualifications and Experience
- Education; Master’s degree in Public Health, Medicine, Midwifery, Nursing, or a related health field.
- Experience: Minimum of 5 years of professional experience in reproductive health, maternal health program implementation, and Comprehensive Abortion Care (CAC).
- Experience in program design, monitoring, and capacity-building is highly desirable.
- Technical Knowledge; Strong understanding of Abortion Care, Family Planning, and reproductive health policies and regulations in Rwanda, including national guidelines and standards for service delivery.
- Skills: Demonstrated ability to provide technical leadership, mentorship, and training to healthcare providers;
- Experience in telemedicine or digital health platforms is an added advantage.
- Other Competencies: Excellent communication, interpersonal, and report-writing skills, with the ability to collaborate effectively with government institutions, partners, and stakeholders.
- Languages: Fluency in English and Kinyarwanda is required; French is an added advantage.
