Position Summary:
This position is responsible for the management of telecommunication numbering resources, planning, and assignment of the numbering resources, planning and assignment of the short codes, following up on the implementation of the Mobile Number Portability, and developing the regulations governing the numbering resources.
Key Responsibilities:
- Study and appreciate the existing Numbering systems available in the country
- Continuously update the National Numbering on account of National, Regional & International developments.
- Recommend for assignments of the Numbering Resources, including short codes, number blocks, and signaling point codes.
- Develop regulations for the assignments & administration of resources. Numbering
- Study and appreciate the existing Numbering systems available in the country
- Develop Guidelines for the assignments & administration of Numbering
- Coordinate, follow up, and disseminate information, recommendations, and resolutions from ITU, and best practices from international organizations related to Telecom Numbering Resources issues.
- Handle complaints related to the usage and assignment of numbering resources
- Ensure successful implementation of SIM card registration
- Handle and resolve frauds related to SIM card registration
- Perform any other tasks that may be assigned by the supervisor
Required Qualifications:
Education and Experience:
Bachelor’s degree in Telecommunications Engineering, Information Systems Management, Electronics and Communication Engineering, Electrical and Computer Engineering, and Electromechanical Engineering, with a minimum of 3 years of experience in telecom network engineering, resource management within the telecommunications industry.
Skills and competencies
- Demonstrated ability and knowledge in the specialized field of ICT /Telecommunications, especially in telecom numbering resources planning
- Strong understanding of telecommunication numbering management principles, regulatory frameworks, and industry standards.
- Proficiency in designing short codes allocations and optimizing their utilization.
- Excellent analytical skills and problem-solving abilities, with a focus on optimizing numbering resource allocation
- Effective communication and stakeholder management skills, with the ability to collaborate with diverse teams and stakeholders.
- Demonstrated ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
- Clear understanding of the Rwanda regulatory environment
- Ability to lead the development /adoption and collaboratively enforce comprehensive ICT Guidelines, Regulations, policies, and standards.
- Broad and current understanding of ICT/Telecom trends,
- Ability to prepare and update planning documents on numbering resources, Allocations, Release Plans, and Usage Forecasts.
- Experience in conducting studies and reviews of new technologies affecting the numbering plan
- Demonstrated skills in applying and incorporating new and emerging technologies and trends into proposed solutions
Professional Qualification
Having one of the following professional certifications is added advantage:
- Certified Telecommunications Analyst (CTA).
- Certified Telecommunications Project Management (CTPM®),
