Tender Notice to supply and install PV Solar panels in the irrigation scheme of Kinyinya located in Murama Sector of Kayonza District

Through the partnership between WFP and DUHAMIC-ADRI to implement the “Sustainable Market Alliance and Asset Creation for Resilient Communities and Gender Transformation/SMART Project”, DUHAMIC-ADRI would like to invite competent and qualified companies operating in Rwanda in the sector of supplying and installed solar panels and other related solar-powered irrigation system to participate in this tender.

This tender aims to supply and install 52 PV solar panels and provide all related construction materials and related fittings for fencing and setting of the stand to hold the solar panels on the height of 2.5 m above the soil.

The financial offer shall be presented in the respect of the following template:

Tender conditions:

The interested companies may follow and commit to comply with the following tender conditions:  

1. The financial offer proposed have to include taxes, transport cost and labor cost during supply and installation;
2. During the period of installation before the reception in installed and connected solar panels, the bidder will avail a security guard to ensure the security of supplied and installed solar panels;
3. The participants in this tender shall have experience in supply and installation of solar powered irrigation systems including solar panels proven by 3 recent certificates of good completion 

4. The bidding companies shall be able to provide the electronically generated bill (EBM);
5. Valid Tax clearance certificate provided by Rwanda Revenue Authority (RRA)
6. Social Security Clearance issued by RSSB
7. Being legally registered as Company or Society authorized to operate in Rwanda
8. The bidding company shall have the bank account opened in the name of the company;
9. Before the issue of contract and the purchase order, DUHAMIC-ADRI will conduct a field visit for selected potential bidders to assess, verify and confirm the conformity with expected quality of solar panels;
10. The successful bidder shall be able to supply solar panels no later than 2 days after issue of the purchase order;
11. The winning bidder shall accept to be paid after supply and installation of solar panels and connection of power supply chain to the existing solar control controller;
12. The successful bidder shall accept to give the guarantee of one year and accept to replace and fix any installation issue during the period of guarantee;
13. The suppled solar panels shall have the life-span not less than 25 years.

The well-prepared offer in a well-sealed envelope will be submitted physically in the office of DUHAMIC-ADRI located in the City of Kigali, Niboye Sector of Kicukiro District not later that Thursday, 3^rd August 2023 at 02:00PM.

The representatives of bidding companies are encouraged to participate in the public opening session which will be convened in the offices of DUHAMIC-ADRI at 02:15PM. just after the submission and reception of bids
