1. The Energy Utility Corporation Limited (EUCL) hereby invites sealed proposals from eligible Consultancy Firms for submitting their best proposals for recruitment of an independent firm for valuation of its assets for auction or for expropriation of properties damaged by electricity connection activities.

2. Participation to the competition is open on equal conditions to all firms specialized in the field.

3. Bidding will be conducted through the National Open Competitive Bidding (NOCB) in accordance with the Procurement Procedures Manual of REG/EUCL as modified to date, and the participation to the competition is open on equal conditions to all firms specialized in the field, that meet the minimum qualification criteria as detailed in the TOR.

4. Request for Proposals may be obtained on any working day and working hours from 15/09/2023 at EUCL Headquarter, 1st Floor, Room N° G114, in the Secretariat Office of the Procurement Management, P.O Box 5634 Kigali. E-mail: procurement-eucl@eucl.reg.rw, upon presentation of a payment proof of a non-refundable fee of Ten Thousand Rwandan Francs (10,000Frw) deposited to Account N° 25044962001 opened at I & M Bank, Rwanda

5. Well printed proposals, properly bound and presented in three copies one of which is the original must reach the Secretariat of the Procurement Management at the address mentioned below not later than 28/9/2023 at 10:00 am. Late proposals will be rejected.

6. Proposals will be opened in the presence of consultants or their representatives who choose to attend at EUCL-REG main board room in a public session on 28/9/2022 at 10:30 am local time.

7. All proposals shall be accompanied by original signed and stamped letter of commitment.

8. The proposals will remain valid for 120 days starting from the deadline of proposal submission.

9. The Outer envelope should clearly indicate the tender reference number and title.
