 Architectural Consultant

  1. Objective of the consultancy

The consultant will be contracted by the CBM Rwanda Country Office. He/She will support the CBM Rwanda Country Office and the Partner (Gahini hospital) with technical expertise and advice during the planning, construction and final inspection/ hand-over of an Eye Health Centre at the site of the Gahini hospital in Rwanda. The total budget for the construction comes to 580.000 Euro.

Assigned tasks

The consultant’s responsibilities will be extended throughout different phases as outlined below:

Phase 1: Planning

  • Conduct a study and assess the requirements of stakeholders and end-users of the facilities and services needed for the Eye Health Centre in Gahini Hospital.
  • Review relevant studies, assessments, and investigations, complement them and provide all necessary updates toward completing the design and tender documents required for the planning and construction of a comprehensive and inclusive eye hospital.
  • Carry out all technical, environmental and other relevant assessments/surveys, including verification of existing documents on investigations of terrain identified in collaboration with the district, Ministry of Health, and Rwanda Housing Authority,
  • Develop complete architectural design involving CBM, the Partner and Humantektur (CBM’s technical consultancy) to ensure
    • that CBM and local building standards as well as particularities of a comprehensive and inclusive eye hospital are compiled to;
    • maximum benefits to the end-users of the hospital services;
  • integration of the district hospital development plans. Develop complete technical and engineering design, plans and all relevant documents
  • Develop complete a Bill of Quantities and confidential costing.
  • Specify the general required space composition/program of the building in plan and volume
  • Develop and compile all needed documentation and support the partner (Gahini Hospital) in the construction permit application
  • Provide to CBM with a clear visual impression of the site layout, road access, building exterior elevations, and building interior layout.
  • To propose the technical arrangements;
  • To specify the timetable of the project;
  • To establish a first cost estimation of construction;

Phase 2: Project implementation

  • Support CBM Country Office and the partner (Gahini Hospital) in the tendering and selection process of the bidders (construction and supervision companies).
  • Verify and validate all the documents related to the construction works submitted to Gahini hospital by the constructor and supervision company.
  • Provide quality assurance during the construction stage.
  • Ensure that construction works are carried out with respect of gender and disabilities inclusion guidelines.
  • Monitoring the construction ensuring it complies with Ministry of Health and other government facilities standards
  • Conduct regular monitoring visits during 12 months of the construction and produce the progress reports as per the pre-established schedule.
  • Provide bi-weekly written updates to the CBM Country office on the construction progress including documentation of any relevant findings.

Phase 3 Final inspection of the building jointly with Humantektur

  • At the completion of the construction works, conduct a site visit and provide a list of deficiencies and ensure they have all been eliminated before final acceptance of completed works.
  • Produce final written report including recommendations.

N.B. Promoting accessibility to people with disabilities

  • The building must be designed for all users, especially for all disabilities, including motor, sensory, and cognitive disabilities.
  • In the absence of local regulations, designers can use international requirements and standards.
  • Functional spaces and circulation will be studied to provide accessibility to people with disabilities (furniture, transit, land width, visual comfort, contrasting colors, tracking band signaling stairs, the height of switches and door handles, etc.).
  • Sanitary facilities will be equipped for people with reduced mobility, and their spaces and furnishings will be studied carefully (door, sink, mirror, etc.).

External paths and parking

  • An accessible route will be designed to enter buildings and access the land. Access will be marked appropriately.
  • Any indoor or outdoor car parking, whether for use by employees or visitors, must include a percentage of appropriate places for parking vehicles of persons with disabilities or transporting people with disabilities, located close to the building gate or elevator.

Access and internal corridor

  • Any mechanisms to allow or restrict access to the building must be located, reached, and used by people with disabilities.
  • The horizontal and vertical internal circulations must be accessible and safe for people with disabilities.
  • Persons with disabilities should have access to all the collective rooms (bicycle place, garbage area) as well as basements.

Floors, doors, and locks

  • The floor and equipment located on the floor must be safe and adapted to the abilities of people with motor disabilities and not create visual or noise nuisance for people with sensory disabilities
  1. Consultant profile

The consultant for this assignment should fulfill the following requirements:

  • Extensive knowledge of architectural principles and practices including structural engineering, mechanical, plumbing and electrical systems, accessible & inclusive design
  • Experience in preparing complete working drawings and specifications for construction projects.
  • Experience in preparing/reviewing construction plans for complex, inclusive health care buildings such as hospitals.
  • Experience in preparation/analysis of BoQ for constructions
  • Experience in analysis of billing/ invoicing by contractors
  • Extensive knowledge of building construction methods and materials.
  • Proven experience in inspecting construction in progress and upon completion for quality assurance and contract compliance.
  • Proven experience in construction tender documents preparation/review with well recognized donors and institutions.
  • He/she must also control the invoices of the construction companies (technical and financial checks)
  • Ability to communicate clearly and effectively with the wide variety of parties and international stakeholders (including cooperation with CBM’s technical consultancy Humantektur based in Germany)
  • Ability to produce quality reports.
  • Ability to work independently.
  • Member of relevant professional body in Rwanda.

  • Description of the consultancy company or consultant
  • CVs of suggested team members together with copies of their qualification degrees.
  • Names and contact details for three (3) references.
  • Proofs of similar tasks accomplished with certificates of good completion.
  • Up to date membership certificate from relevant professional body.
  • Detailed financial offer.
  • Accept to sign CBM Anti-Corruption Policy and Child Safeguarding Policy.
