About Smart Africa
The Smart Africa Alliance is a partnership among African countries adhering to the Smart Africa Manifesto (herein after referred to as “the Manifesto”), the African Union (AU Commission, AUDA, specialized institutions and Regional Economic Communities), the Economic Commission for Africa (ECA), the African Development Bank (AfDB), the World Bank, the International Telecommunications Union (ITU), the Private Sector, Academic and Research Institutions.
The Smart Africa Alliance (or Smart Africa) is a bold and innovative commitment from African Heads of State and Government to accelerate sustainable socio-economic development on the continent, ushering Africa into a knowledge economy through the usage of Information and Communications Technologies (ICT).
On 30th-31st January 2014, the Smart Africa Manifesto was endorsed by all Heads of State and Government of the African Union at the 22nd Ordinary Session of the Assembly of the African Union in Addis Ababa. This development places the Manifesto at the heart of the ICT agenda in Africa beyond just the 7 original signatories at the Summit to all African countries. The Smart Africa Alliance has since grown to include 32 African countries that represent 815+ million people.
The Smart Africa Manifesto aims to put ICT at the center of the continental and national socio-economic development of Member States. This means increasing access to ICT solutions, improving accountability, efficiency, and openness through ICT, promoting the introduction of advanced technologies in telecommunication, strengthening the private sector, leveraging ICT to promote sustainable development.
The Smart Africa Alliance as an organization is the framework for implementation, monitoring and evaluation of the Manifesto, designed to make it actionable. The Smart Africa Alliance is not a profit-oriented organization.

Purpose of the Consultancy

To deliver on our mission, Smart Africa recognizes the value of strategic advisory for a better and well though approach toward Digital Health initiatives in Africa. Smart Africa plans to implement digital health initiatives to serve African citizens.
The Consultant will assist Smart Africa Secretariat (SAS) to clearly identify strategic objectives and key initiatives (with relevant details including key outputs, annual targets, key activities, indicative resources requirement, timeframe and responsible actors). The consultant must also assist SAS with the development of blueprints or any other digital health related strategic document, conduct resource mobilization activities, develop the Smart Africa Digital health theory of change and propose review/update the communication strategy to facilitate implementation of digital health initiatives.

Assignment and deliverables
The Unit Manager in Charge of Cross-border Digital Trade and Services assign to the Consultant tasks with specific deliverables, timelines and agreed upon estimated working days. Certain tasks, as laid out in the table below, are to be carried out and completed by within dates during the contract term:
1. Review and update an existing SAS digital health white paper
2. Develop TORs for a Smart Africa Alliance Digital Health blueprint
3. Build a working group around the Smart Africa Alliance Digital Health blueprint and support all activities until the Digital Health Blueprint is completed
4. Facilitate a working group around the Smart Africa Alliance Digital Health blueprint
5. Develop Smart Africa Digital Health Strategy and action plan
6. Propose, Review and update the communication strategy around digital health including participation at strategic events
7. Participate in resource mobilization activities for Digital Health Initiatives
8. Develop the SAA Theory of Change for Digital Health Initiatives
9. Other tasks to be assigned by the Supervisor.

It is expected that the work of the Consultant will conform to the following rules:
• The Consultant will ensure that the deliverables produced are aligned with the Smart Africa vision and documents adopted by the Alliance.
• The Consultant will take primary responsibility for drafting the main deliverable documents, in French and English.
• The Consultant will work closely with designated Smart Africa staff to carry out this task. The Consultant will prepare the necessary meeting minutes, slide presentations and document summaries.
• The Consultant will draft each planned deliverable and make a presentation of these deliverables. Each deliverable will be submitted and discussed during a validation. The Consultant will collect comments on each interim deliverable and make the necessary revisions to the final version.
• The Consultant will ensure the confidentiality of information shared by the Smart Africa Secretariat, Smart Africa member states and other stakeholders participating in this work. Publication of content can only take place with the permission of the Smart Africa Secretariat.
• The Consultant shall submit each deliverable in electronic copies, editable files (Word, Excel, PowerPoint, etc.), in English and French.

Key qualifications
Education
• A postgraduate degree in Health Sciences, Computer Science, Management, Governance, Economics, Law, ICTs or a related discipline is required

Experience and Attributes
• At least Ten (10) years of experience in digital health in Africa
• A relevant experience in project management and strategic planning
• Capacity to develop strategies in the field of digital health
• Thought leadership in the field digital health as well as a strong network in both public and private sectors will be taken into consideration.
• Demonstrated ability to mobilize resources

Language
• Proficiency in written and oral communications skills in both French and English
Duration of the assignment
The assignment will take place from December 2022 to May 2023. The total amount of workdays estimated to perform these tasks is Sixty (60) working days.
Reporting requirements
The Consultant will report directly to the Unit Manager in Charge of Cross-border Digital Trade and Services within the Directorate of Digital Transformation and Services.
