Terms of Reference (TORS) for hiring a firm for social media management services provider Tender at Forum for African Women Educationalists (FAWE) 

1.Background

 The Forum for African Women Educationalists (FAWE) is a Pan African women’s organization founded in 1992, headquartered in Nairobi Kenya, its mission is to promote access to quality education of girls’ and women as means of fostering sustainable development. 

FAWE Rwanda was established in 1997, is one of the 34 chapters across Africa. Since its inception, FAWE Rwanda has become a recognized partner and focal point in advancing girls’ and women’s education in Rwanda. 

FAWE Rwanda seeks to engage a qualified and experienced social media service provider to manage its social media platforms.

2. Objective of the Assignment

The objective of this assignment is to enhance FAWE Rwanda’s online visibility, engagement, and brand consistency through professional planning, management, and reporting of social media content.

3. Scope of Services

The service provider will be responsible for the following:

  • Development of a social media content plan and posting calendar
  • Creation and posting of content (text, images, short videos) aligned with FAWE Rwanda’s mission and brand
  • Management of FAWE Rwanda social media platforms (e.g. Facebook, X/Twitter, Instagram, LinkedIn)
  • Community management, including responding to comments and messages in a timely manner
  • Coverage of FAWE Rwanda events and activities (as required)
  • Monitoring performance and providing periodic analytics and reports
  • Ensuring safeguarding, ethical communication, and protection of beneficiaries’ dignity

4. Deliverables

  • Approved monthly content calendar
  • Regular social media posts as per agreed schedule
  • Monthly or quarterly performance reports
  • Increased engagement and audience growth (qualitative and quantitative)

5. Eligibility and Mandatory Required

Interested and eligible applicant must submit the following documents for administrative and technical evaluation;

  1. Official letter addressed to the Executive Director of FAWE Rwanda expressing interest in this lot
  2. Valid Company Registration Certificate issued by RDB 
  3. Valid Tax Clearance Certificate offered by Rwanda Revenue Authority (RRA)
  4. CVs of qualified team with content creation and digital communication skills
  5. Provide evidence of previous work (portfolio or links)
  6. At least 3 certificates of successful completion of similar services 
  7. Demonstrate experience working with NGOs or development organizations (added advantage)
  8. Financial Offer in Rwandan Francs all tax inclusive.

6. Proposal submission

Interested Firms meeting the above criteria are invited to submit their expression of interest in hard copy tothe following physical address’

submission must be received t not later than 19th January 2026 at 3:00pm Rwandan time

7.Important Notes and Disclaimer

  • Submission of an expression of Interest does not constitute a commitment by FAWE Rwanda to award any contract
  • Only shortlisted suppliers will be contacted for subsequent procurement process
  • Late submission will not be considered
