Terms of Reference (TORs) for hiring a firm for transportation services Tender at Forum for African Women Educationalists (FAWE) 

1.Background

 The Forum for African Women Educationalists (FAWE) is a Pan African women’s organization founded in 1992, headquartered in Nairobi Kenya, Its mission is to promote access to quality education of girls’ and women as means of fostering sustainable development. 

FAWE Rwanda was established in 1997, is one of the 34 chapters across Africa. Since its inception, FAWE Rwanda has become a recognized partner and focal point in advancing girls’ and women’s education in Rwanda. 

FAWE Rwanda intends to establish a pool of qualified Service provider for transportation services who may be invited to submit quotations on a need basis. 

2.Scope of Services 

The selected service provider shall provide transportation services under the following categories:

2.1 Vehicle Types Required

The service provider should be able to provide, but not limited to, the following vehicles:

• Saloon cars
• 4x4 vehicles
• Pickups (single and double cabin)
• Coasters 
• Minibuses
• Large buses 
• SUVS (TXL, Pardo, V8)
• Tour cars

2.2 Qualifications required 

• Providing roadworthy, clean, and well-maintained vehicles
• Ensuring vehicles are fully insured (comprehensive insurance)
• Providing qualified, licensed, and experienced drivers
• Covering fuel, driver allowances, vehicle maintenance, and insurance (unless otherwise agreed)
• Ensuring compliance with Rwanda traffic laws and regulations
• Ensuring safety and security of passengers at all times
• Replacing vehicles in case of breakdown or accident without additional cost
• Providing vehicles promptly upon request and according to agreed schedules
• Maintaining professional conduct and confidentiality

3. Eligibility and Mandatory Required

Interested and eligible applicant must submit the following documents for administrative and technical evaluation;

1. 1. Official letter addressed to the Executive Director of FAWE Rwanda expressing interest in this lot

• A comprehensive list of type of cars and quantity of each category owned by the firm 

1. 1. Valid Company Registration Certificate issued by RDB 
   2. Valid Tax Clearance Certificate offered by Rwanda Revenue Authority (RRA)

• At least 3 certificates of successful completion of similar services 

4.Proposal submission

Interested Firms meeting the above criteria are invited to submit their expression of interest in hard copy to the following physical address’

B.P 6703, Kigali, Rwanda, 

submission must be received t not later than 19th January 2026 at 3:00pm Rwandan time

5.Important Notes and Disclaimer

• Submission of an expression of Interest does not constitute a commitment by FAWE Rwanda to award any contract
• Late submission will not be considered
