Background: IPA is a research and policy Non-Governmental Organization (NGO) that discovers and promotes effective solutions to global poverty problems. IPA designs, rigorously evaluates and refines these solutions and their applications together with researchers and local decision makers, ensuring evidence is used to improve the lives of the world’s poor.

IPA Rwanda was established in 2013 and has multiple active projects spanning Education, Agriculture, Finance and Health. IPA Rwanda predominantly implements randomized evaluations in collaboration with leading academics, the Government of Rwanda and other development NGOs to evaluate the impact of new development concepts to help inform future government policy and development projects.

Scope of work:

IPA Rwanda is looking to engage an accounting and auditing company to conduct an audit of project. The audit will examine the Grant Statement of Revenue and Expenditures

Project information:

Project title: Entrepreneurship education and teacher training in Rwanda
Audit period: July 2019 to September 2023
Project duration: 1st June 2018 to December 31st, 2023
Donor Name: IZA Institute for Labour Economics
Project budget: EURO 144.526,46

Deliverables. The scope of the audit includes the following objectives:

  1. Verify that IPA maintains separate ledger accounts and records for the use of funds provided under the grant.
  2. Ensure that IPA retains its accounts and records for the project for a period of 3 years from the project completion date of the agreement.
  3. Ensure that proper supporting documents (such as bills, invoices, receipts and vouchers) are available as evidence of project expenditures.
  4. To express an opinion whether the Income and Expenditure Statement are objective, free from bias and any irregularities;
  5. Check that funds have been utilized for the right purpose;
  6. Check whether expenditure incurred is in line with the approved budget and allowed variance limits;
  7. The audited statement should state funds received and spent for the project, separated according to the budget categories.

Audit output

A certified statement (or disclaimer of opinion) stating that the amount of actual costs incurred under this project and the amount of funds requested by IPA during the project implementation had be used as specified in the Grant Agreements. This opinion must clearly state that the audit was performed in accordance with either U.S. Auditing Standards, auditing standards promulgated by the International Organization of Supreme Auditing Institutions or auditing guidelines of the International Auditing Practices Committee of the International Federation of Accountants. Any deviation from these standards must be disclosed.
Request for Quotations:

  1. Quotations for the engagement must be addressed to the Deputy Country Director and emailed to no later than 26th November 2023 @ 17.00 Rwanda time on RWA_proposals@poverty-action.org" style="box-sizing: border-box; color: rgb(49, 158, 98); text-decoration: none; font-family: Roboto, sans-serif;">RWA_proposals@poverty-action.org. Late submissions will not be considered.
  2. Firms must submit a fixed gross price for the Scope of Work and Deliverables in Rwandan Francs only valid for Ninety (90) days from end of the quotation period
  3. Firms must submit a competency statement to demonstrate their ability to complete the work,
    similar past engagements and a minimum of three (3) references.
  4. Firms must include full administrative details of their company including:
  • Full address of the company indicating Country, Province, District, Sector, Cell, Village, Street number, E-mail, Telephone, Post office box and Bank account details
  • Company profile
  • Copy of Trade License
  • Original or certified copy of affidavit of no debt by RRA still valid
  • Original or certified copy of affidavit of no debt by the Rwanda Social Security Board still valid
  • Copy of VAT registration certificate

5. All quotations must be submitted in English

6. Shortlisted firms may be called to present their proposals

7. Firms must be a member of a professional certified body

Should the quotations received not be to the satisfaction of IPA Rwanda, IPA Rwanda reserves the right to reject all quotations.
