Terms of Reference for the production of a video documentary on the impact of land clinics and dispute resolution tender at CLADHO
- Background
CLADHO (Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda) is an umbrella of human rights organizations in Rwanda, established in 1993 with the mission of protecting, defending, and promoting human rights. CLADHO actively engages in advocacy on human rights, economic governance, social protection, the right to education, and citizen participation.
As part of its work under the CS Engage Dufatanye project, which is implemented in collaboration with Never Again Rwanda and funded by the Swiss Agency for Development and Cooperation, CLADHO has conducted a series of land clinics and dispute resolution sessions in the districts of Kamonyi, Bugesera, and Gasabo.
These interventions aimed to raise awareness about formal land registration processes, promote proper land use in line with approved plans, support the resolution of land disputes, and strengthen the capacity of land committees to deliver effective land services.
CLADHO aims to produce a high-quality video documentary to document and showcase the project’s outcomes, success stories, and key lessons. The documentary will serve as a tool for advocacy, public awareness, and program learning. CLADHO is inviting proposals from qualified firms to produce a documentary film that captures stories of change from beneficiaries and stakeholders, highlighting the project's impact on the communities.
- Purpose of the Assignment
The purpose of this assignment is to produce a professional video documentary highlighting the impact of land clinics and dispute resolution initiatives. It will illustrate how these efforts have:
- Strengthened the capacity and responsiveness of land committees;
- Improved land dispute resolution at the community level;
- Raised public awareness of land rights;
- Promoted greater accountability among local authorities.
- Objectives of the Documentary
The documentary aims to:
- Document and share stories of change from beneficiaries and stakeholders, showcasing the human impact of land clinics and related interventions.
- Highlight how land clinics and land committee trainings have improved access to and quality of land services.
- Showcase collaborative efforts among CLADHO, local authorities, community leaders and other stakeholders in addressing land-related challenges.
- Capture insights from the technical committee to inform advocacy and guide future land policy actions.
- Demonstrate the increased capacity of local land governance structures and their contribution to equitable land service delivery.
- Scope of Work
The documentary will focus primarily on Kamonyi district and include the following activities:
- Pre-production: Planning, research, script development, and scheduling.
- Field visits: Filming at project sites and collecting success stories from land clinics and land committee training sessions.
- Data collection: Documenting outcome harvesting through field visits, stakeholders interviews, and quarterly reflective meetings to review and confirm stories of change.
- Stakeholder workshop: Capturing content from a validation workshop to confirm key advocacy issues.
- Production: Filming key project activities, interviews, and visual storytelling.
- Post-production: Editing, voiceover (if needed), subtitles, and final packaging.
- Key Deliverables
Pre-Production
- Detailed production plan with timeline, filming schedule, and interview list.
- Finalized documentary script or narrative outline.
Production
- High-quality video footage featuring key stakeholders and institutions, including implementing partners, government agencies, civil society organizations, local authorities, and community representatives.
- In-depth interviews and B-roll visuals of land clinics, community gatherings, relevant contextual visuals and relevant local settings.
Post-Production
- Fully edited documentary (20–30 minutes) with professional narration, subtitles, and graphics.
- Short teaser version (2–3 minutes) suitable for social media.
- All raw footage, audio files, and production materials.
Final Output
- Final videos in multiple formats (e.g., MP4, MOV) suitable for web, DVD, USB, and cloud sharing.
- Target Audience
The documentary is intended for:
- Local communities and landowners in Kamonyi district.
- Government institutions including land authorities and district officials.
- Civil society organizations and development partners working on land rights, access to justice, and governance.
- Methodology
A participatory, storytelling-based approach will be employed to capture real experiences and testimonies. Methods include:
- In-depth interviews with project beneficiaries and stakeholders.
- Observation and filming of beneficiary groups from land clinics and trainings, feedback from the community and key insights from project stakeholders.
- Storytelling to humanize the documentary through real-life change narratives.
- B-roll footage to enrich the visual presentation.
- Duration
The assignment will be completed within four (4) months, covering pre-production, fieldwork, and post-production phases.
- Required Qualifications
The selected firm must demonstrate:
- Minimum of 5 years of proven experience in producing documentary films, particularly for NGOs, development projects, or public institutions.
- Strong portfolio of similar work, such as impact stories, community-based projects, or advocacy films.
- Technical expertise in filming, video editing, sound design, lighting, and storytelling.
- Qualified personnel with academic backgrounds in Journalism, Media, Creative Writing, Film Production, Video Editing, or Sound Design.
- Skilled in conducting interviews and producing content in local languages, including accurate subtitling or translation.
- Professional-grade equipment for filming, audio capture, lighting, and post-production.
- Proven ability to develop compelling narratives using interviews and field footage.
- Experience working in rural or diverse community settings, with the ability to adapt to local contexts.
- Previous collaboration with NGOs or community-based organizations is an asset.
- Valid registration certificates from RDB, RURA, and RMC.
- At least two certificates of successful completion of similar assignments with civil society organizations (CSOs).
- Valid Company Income Tax (CIT) certificate.
- Reporting and Supervision
The selected service provider will report to the Executive Secretary of CLADHO, with close coordination from the CLADHO-CS Engage Dufatanye project team. Regular check-ins will ensure progress, quality assurance, and alignment with project objectives.
