  1. Introduction

L’Association de Solidarité des Femmes Rwandaise (ASOFERWA) is non- governmental organization (NGO) created in 1994 just after the Genocide. Its mission is encouraging Socioeconomic rehabilitation and healthier living conditions among vulnerable groups and promote gender equality and equity; unity and reconciliation. The Vision is to build a “Rwanda free from poverty and any injustice where every citizen enjoys better living conditions, especially women, children and youth to enjoy their rights and psychosocial comfort’’. ASOFERWA’s target groups include Women and Girls in general, Orphans and Youth, Widows, Old people without family support, Women with low income, Key and Vulnerable populations in General, especially Female Commercial Sex Workers (FSWs) and people living with the HIV and AIDS (PLHIV). The plans of ASOFERWA reflect the emphasis of SDGs, Vision 2050, 7YGP, NST1, DDS and National strategies and policies.

In line with its mission ASOFERWA contributes to the improvement of socioeconomic wellbeing of families through different interventions with various partners, from that background ASOFERWA has strong experience in community mobilization and in Social behaviors change strategies especially in fighting against HIV/AIDS, TB and Malaria across the country.

  1. Background

HIV/AIDS, TB and Malaria  remain a public health priority in Rwanda with the whole population at risk of related  infection. Today, Rwanda continues to make progress in the fight against those three diseases  through multifaceted evidence-based approaches such as early  diagnosis and effective management of cases as guided by the National  Strategies we also combine with Information, Education and Communication (IEC) to all. We understand that integrated behavior changes activities can play a crucial role in preventing the spread of these diseases within key and vulnerable populations. The SBC embraces strategies that can address issues around prevention and management of these diseases among high-risk groups.  In order to design an effective intervention, a comprehensive need assessment to determine common risk factors among high risk groups  must be conducted to understand different aspects including  risk factors, barriers, and opportunities for behavior change within these communities. The results from the assessment will be  more effective for SBC Integration for malaria HIV and TB Activities to Ensure CSOs are engaged and addressing Gaps  in Vulnerable and high-risk   Groups. In order to implement integrated SBC Strategic Interventions ASOFERWA  funded by Ministry of Health through Rwanda Biomedical Centre (RBC).

With this regard, ASOFERWA  is hiring Individual consultant/consultancy firm to conduct and lead the  Assessment of Common risk factors among Malaria, HIV and TB High risk groups and design integrated   community based intervention  and the assessment will be targeting especially hard to reach groups  and  The assignment will be carried out Countrywide.

  1. Main objective

The overall aim is to conduct the Assessment of Common risk factors among Malaria, HIV and TB High risk groups and design integrated SBC community based intervention

  1. The Specific Objectives:

The planned assessment aims to:

  • Identify Common risk factors among Malaria, HIV and TB High risk groups (hard to reach Groups)
  • Identify common specific behaviors and practices that contribute to the spread of HIV, TB, and Malaria within high-risk groups (Hard to reach)
  • To identify gaps related to service delivery for Malaria, TB, and HIV per high-risk groups. (hard to reach groups)
  • To provide recommendations to improve service delivery among malaria high risk groups for integrated SBC community-based intervention.
  1. Scope of assignment

ASOFERWA     is looking for a high caliber individual consultant/consultancy firm to conduct the Assessment of Common risk factors among Malaria, HIV and TB High risk groups and design integrated SBC community based interventions . The consultancy will be implemented countrywide. After assessment, the consultant will submit a preliminary draft, incorporate feedback from stakeholders and submit final assessment report.

  1. Expected results:

The specific results include:

  • Common risk factors among Malaria, HIV and TB High risk groups (hard to reach Groups
  • Gaps related to service delivery for Malaria, TB, and HIV per high-risk groups. (hard to reach groups)
  • common specific behaviors and practices that contribute to the spread of HIV, TB, and Malaria within high-risk groups (Hard to reach)
  • Identification of gaps related to service delivery among Malaria, HIV and TB high risk groups. (Hard to reach)
  1. Deliverables

The Consultant will develop a conceptual framework including a detailed methodology, work instruments, work plan, analytical plan and development plan. He or she will present a draft   document and a final document to be discussed by stakeholders involved in implementation of Malaria strategic interventions. Summary document and reference materials will also be prepared for ease of use.  The specific deliverables will include: 

  1. Inception report, methodology and instruments. 
  2. Analysis of gaps related and barriers to service delivery among Malaria, HIV and TB high risk groups. (High risk groups).
  3. Comprehensive report on the assessment findings, including a synthesis of data collected through various methods
  4. Specific guide Booklet /for integrated community-based activities for Malaria HIV and TB, in high-risk groups.
  5. Clear Recommendations for implementation of community based integrated activities among Malaria, HIV and TB Hard to reach groups.
  1. Qualification, Knowledge, Skills and Experience
  1. Qualification, Knowledge, Skills and Experience
  • The consultant should have a master’s degree in public health, Epidemiology or Health Research related studies, and having a PhD will be an added advantage.
  • Demonstrate evidence of career progression in areas of public Health;
  • Have very good understanding of Rwanda Health System.
  • Have good understanding of possible factors leading to HIV,TB malaria transmission, morbidity, mortality or how it affects community behavior vis a vis prevention and control interventions in Rwanda;
  • Experience in conducting similar assessments, particularly within the context of HIV, TB, and malaria prevention.
  • Familiarity with high-risk populations and cultural sensitivity in approaching and engaging with these communities.
  • Ability to work and engage with a range of stakeholders, including high level policy makers, civil society organizations, local leaders, and the community.
  • Excellent communication skills and experience in working with communities in both urban and rural settings.
  • Excellent command of English, French and Kinyarwanda both spoken and written will be added advantage.
  • Strong analytical and report-writing skills.
  1. Working Language

The working language for this assignment will be English.

  1. Selection criteria

Applications will be assessed on cost reasonableness (30%) and technical competence (70%).

  1. Timeframe (Duration of the Assignment)

This assignment is expected to be implemented within a timeframe of seventy-five  (75) working days starting from the date of signing the consultancy contract. The consultant will be required to work closely with ASOFERWA Supervising staff with guidance of RBC

  1. Application requirements

The application file will be comprised of; 

  • Letter expressing interest to carry out the consultancy service required;
  • Detailed CV (maximum 2 pages) of the responsible consultant
  • A brief proposal written in English describing the background, methodology and timeline (maximum 5 pages)
  • Price quotations for the consultancy service required.
  • Copy of national Identity card/ or Passport of the consultant
  • Valid proof documents of completion of similar assignments

  1. Terms of Performance. 
  • The effective date of the terms of reference and statement of work will be the date of contract signature by ASSOFERWA)
  • Quality of deliverables must be ensured by the consultant

  • The final report of the assessment should be a maximum 140 pages, excluding annexes, and should be written in English. It should contain an executive summary of a maximum 2 pages. The report should follow the following format:
