LIFE SAVING MEDICAL EQUIPMENT ASSESSMENT

TERMS OF REFERENCE TO SUPPORT THE ASSESSMENT OF MEDICAL EQUIPMENT IN MATERNAL AND NEWBORN HEALTH SERVICES IN USAID TUBEHO PROJECT SUPPORTED HOSPITALS

MAY 2024

  1. Background

The USAID Tubeho project is a five-year initiative (2023-2028) aimed at strengthening service delivery and supporting health program implementation across Maternal, Newborn, Child and Adolescent Health (MNCAH), Family Planning/Reproductive Health (FP/RH), Malaria services, and Global Health Security. This project aim is to contribute to the government's efforts to enhance the capacity of healthcare providers in the above-mentioned technical areas in 20 districts supported (31 district hospitals) by this project with three expected results:

  1. Increased access to, availability, and utilization of evidence-based, quality MNCAH/FP/RH/Malaria and Global Health Security services.
  2. Strengthen health entities for sustainable, evidence-based Maternal, Newborn, Child, and Adolescent Health, Family Planning, Malaria, and Global Health Security services aligned with national and global standards, addressing emerging health threats promptly.
  3. Increased evidence and adaptive learning use in MNCAH/FP/RH/Malaria and global health security programming.

2. Objectives of this assessment

  • To assess the current status and functionality of existing medical equipment in neonatal and maternity departments in the 31 district hospitals supported by the USAID Tubeho project.
  • To identify gaps, challenges, and opportunities related to the maintenance, utilization, and sustainability of medical equipment – this can be through staff interviews.
  • To provide recommendations for improving the management, maintenance, and utilization of medical equipment to enhance healthcare service delivery.
  1. Scope of Work
  • Conduct a comprehensive inventory of all existing medical equipment in each of the 31 district hospitals.
  • Evaluate their functionality, condition, and maintenance status of each piece of medical equipment.
  • Assess the capacity and training of healthcare staff responsible for the operation and maintenance of medical equipment.
  • Conduct interviews and consultations with hospital management, healthcare staff, and relevant stakeholders to gather insights and feedback.
  • Identify challenges and bottlenecks hindering the effective utilization and maintenance of medical equipment.
  • Develop a report detailing findings, analysis, and recommendations for each district hospital.
  1. Deliverables:
  • Detailed inventory of existing medical equipment in each district hospital.
  • Assessment report highlighting the functionality, condition, and maintenance status of each medical equipment.
  • Recommendations for improving the management, maintenance, and utilization of medical equipment in each district hospital.
  • Presentation of findings and recommendations to USAID Tubeho Project Leadership.
  1. Requirements from the consultancy to conduct this assessment
  • The service provider’s company must provide its full address and proof of similar work.
  • Biomedical engineers should have at least a bachelor’s degree with a minimum of 5 years of experience working on several medical equipment brands and license to practice issued by Rwanda Allied Health Professions Council or others.
  • CVs and certificates for biomedical engineers must be submitted with the proposal.
  • Expertise in biomedical engineering with equipment maintenance, and data analysis.

Added value:

  • Education certificates in biomedical engineering and their experience in doing similar assignments.
  • Certificate of specialized training on concerned biomedical equipment.
  • For application, technical plan, budget proposal, completion certificates in will be an added value

INSTRUCTIONS TO BID/ ADMINISTRATIVE MANDATORY REQUIREMENTS

  1. Trading License / RDB registration certificate
  2. Valid Tax clearance certificate
  3. VAT Certificate

The Financial proposal should contain the following:

A detailed budget outlining the costs associated with conducting the assessment, including personnel, travel, logistics, and other expenses should be provided.

Technical proposal:

  1. Company Profile
  2. CVs of technicians
  3. Detailed post-training mentorship plan (two months plan);
  4. Three certificates of proof of experience in doing similar work- Please attach good completion certificates )
  1. Timeline

The assessment is expected to be completed within 2 months, including all 31 hospital visits, data collection, analysis, and report writing.

  1. Reporting

The consultant will report directly to the USAID Tubeho project to the Deputy Chief of Party. The progress updates and draft reports will be submitted according to the agreed-upon schedule.

  1. Confidentiality

All information collected during the assessment process will be treated with the utmost confidentiality and used solely for the purpose of this assessment.
