1. Background and rationale

The overall goal of the CBM brand is to be the reference organization globally in inclusive development with a focus on Inclusive Eye Care and Community Based Inclusive Development by providing world-class projects in these fields.  Over the years, CBM has demonstrated effectiveness and efficiency in programmes that have had a positive impact on the lives of people with disabilities and their communities in the world. In line with our Brand personality, we are attentive to individuals, our communities, our donors, and partners listening carefully to take the right approach to their various needs. We are life-changing as we impact individuals by making a difference in their lives for the better to alleviate poverty. We are also mobilizing as we strive to drive change by engaging different actors in disability to act as we push the disability agenda to improve the quality of life of persons with disabilities.

In this regard, the impact of CBM work and influence in Africa East and South should be documented to demonstrate our work and investment over the years. The storytelling approach provides an opportunity for exposure to the projects in the different initiatives as we explore individual stories of persons with disabilities and the impact of our interventions in their lives.

RationaleTelling stories is one of the most powerful tools in the world to get the attention of the audience. So, what better way to communicate CBM work; or to create awareness than through our stories? The digital age of content creation has increased the demand for content and further segmented audiences hence making it challenging to reach our target audiences. However, well-told stories can help you stand out from the crowd. We (human beings) love stories and when a story is being told we stop and listen. Human beings are hard-wired to remember stories. So not only will you grab the attention of your audience by telling stories, but they will also remember what you tell them. In this regard and as part of the communications and brand strategy, the Africa East and South region will focus on building the CBM brand through storytelling strategies. 

Project Title:

  • P10167 (4274-MYP) Promoting the employment and socio-economic status of persons with disabilities in Rwanda through VSLGs approach/ Dukore twigire project
  • P 10162 (4170-BMZ- People with disabilities in Rwanda improve their economic situation - Zigama Ushore Ubeho Neza (ZUUN)

Project Objectives:

  • Skills Development: Provide Technical and vocational trainings, both on-the-job or with Technical Vocational Education to Youth with disabilities.
  • Self–employment: Increased employability skills, enhanced inclusive and enabling environment for youth with disabilities to access and succeed in employment, and Linkages to other support to business start-ups as self-employment.
  • Showcase increased participation and community ownership of village savings and loan groups as a sustainable approach to enhance the savings culture among persons with disabilities.
  • Showcase increase employability skills for youth with disabilities to access and succeed in employment and Link to other support to business start-ups as self-employment.

2. Deliverables

  • Production of videos (script writing, interviews, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work, etc.). All videos produced must be of the highest quality to adequately represent the organization. The optimal standards or any recent video format used by the professional is highly recommended.
  • Narrative should be integrated with captured interviews which together should deliver the message.
  • Conduct interviews with at least key actors, participants, and authority figures that will be identified and guided by CBM.
  • Edit the footage in line with the scenario approved by CBM and produce a professional quality package/report / PSA of broadcast quality.
  • Record and edit narration/voiceover where needed in according with guidance from relevant key.
  • Develop digital content for social media in collaboration with the communication team.
  • Audio balance the final product and convert it into formats for use on TV, radio, web, and social media.
  • Clearly identify the name, title, and organization of interviewees, quotes, and any relevant details.
  • Include appropriate CBM and its partner's branding and crediting of ownership for the produced videos.
  • Archive the edited output in an external hard disk along with a professional log and provide a B-roll upon request.
  • Photo documentation that will successfully capture and emotionally express the core elements of the situation assigned for coverage.
  • Provide professional photos of high quality and technically good (properly exposed, framed, focused, and edits well optimized). The materials will be delivered to CBM in jpeg or PNG formats.

3. Place /location of service delivery

NUDOR Livelihood Programme - Rwanda 

Location: Kicukiro, Rwamagana, Bugesera and Huye

Who accesses deliverables of the consultancy and who benefits from the results

The video will be used to raise the brand awareness of CBM through various channels targeting a wider audience both internal and external. This can be used by the country office, NUDOR and the region who may use the photos and stories to inform the wider organization and the general public of CBM’s work in this area. They will also be shared with other organizations through a targeted approach and others with whom CBM collaborates. The Consultant shall be obliged to return to CBM or its project partner such records, photos, and papers as well as any business papers, and data upon expiry of the assignment. All copywriting belongs to CBM.

Schedule

  • ToR development, publication on social media, and recruitment process: from 14th to 22nd November 2023.
  • Shooting of this production will commence on the 24th November 2023 with travel and shooting to be completed by end November 30th 2023.
  • The “rough” cut video will be submitted by 6th December 2023 at the latest.
  • The final production is to be submitted and copies delivered by 10th December 2023 at the latest.

context, vulnerability, of Persons with disabilities in the community, youth in VSLA projects.

Show case increased number of youth with disabilities accessing VSLA

  • Interview with identified youth with disabilities – NUDOR projects- those who have gone through the technical and vocational trainings.
  • Interview VSL group members as well as show case their activities in the group- group meetings. 
  • Show case VSLA methodology.

Show case employability skills and linkages to other support start up as self-employment

  • Interview with youth with disabilities who are still learning in technical Vocational training centre and CBT (Community based training center).
  • Interview the CBM Rwanda Country Director on CBM partnership with NUDOR and the significance of the project.
  • Interview NUDOR Executive Secretary on the significance of the project, changes before and after the project.

4. Specific requirements and qualifications

  • Selection criteria: Contractor will be selected based on demonstrated experience and quality, and the competitiveness of their financial offer and ability to deliver products on time.
  • The Production Team must have a track record of producing information/education video programmes or other professional broadcast products, and specifically in the aid sector in Rwanda.
  • The Production Team must provide its own professional video equipment.
  • The Producer must have prior experience of shooting professional grade videos on aid-related topics in Rwanda.
  • On assignment for CBM, the film crew will represent CBM, as such are expected to show appropriate sensitively to the people they are filming. Film crew is required to follow CBM Code of conduct, CBM condition in term of inclusion, accessibility and gender equality as well as image and language standards.

5. Agreed fee and payment schedule:

  • The value of the service contract will be discussed based on available budget and will be paid by bank transfer after delivery of the service as described.

  • Requirements regarding correct issuing of invoice
  • CBM Code of Conduct
  • CBM Children + Adults-at-Risk Safeguarding Policy
  • CBM Consent Forms (updated to share photos with other organizations)
  • CBM Safety and Security factsheets.
  • CBM Inclusion Policy Framework

7. Application and Selection Procedure

7.1. Expression of Interest

The contractor is expected to submit the following documents:

  • Technical proposal including an outline of the understanding of these TORs and suggested methodology, a detailed work plan for the entire assignment and CVs of suggested team members.
  • Financial proposal with a detailed budget.
  • Professional references and at least three (3) recommendation letters from well-known Organizations. NGOs recommendation letters will be a benefit.
  • Samples of recent similar assignments; online links to video/ documentaries.

Failure to submit any of the above will result in disqualification.

CBM reserves the right to terminate the contract in case the contractor unavailable at the start or during the assignment and no consensus agreed upon.
