Background:

Congrès du Travail et de la Fraternité des Travailleurs au Rwanda (COTRAF-RWANDA) is implementing  an ENABEL-funded 2 years Project: Dignified Trade Union for Sustainable Development (DTU4SD) project  for Workers’ labour rights (as stipulated in the Rwandan labour laws and international labour standards) especially in the informal economy are respected and scaled up, resulting from the strengthened capacities of Trade unions.

The project aims to empowering and supporting decent work and social protection in informal economy in Rwanda, especially in the manufacturing, trade, mining and construction sectors. Particularly in Kigali City Districts and in Kivu Belt Districts. 

For many years, COTRAF and its member unions, has been worked in analogue manner and to ensure accessibility to all materials related to the work OF COTRAF-RWANDA Database and its Member Trade unions and   promoting interaction and collaboration among key users of the Database Software as a Digital Strategic Tool. Thus, COTRAF-RWANDA is inviting proposals confidential, reputable and qualified company with a record of accomplishment of success in designing and producing digital solutions to develop   a Tracer System. The tracer system will provide a new manner of working, like is necessary in the Digital World we are; it help in Work place Digitalization of COYRAF-RWANDA and Its Union members and other attractive and user-friendly manner for accountability and efficacy.

The aims of the consultancy services:

The Dignified Trade Union for Sustainable Development (DTU4SD) Project seeks to enhance the capacity and effectiveness of trade unions, particularly COTRAF-RWANDA and its union members, in Rwanda. As part of the project's objectives, there is a need to develop a Tracer System to streamline data management, monitoring, and evaluation processes within the Organization and its affiliated unions. The purpose of this document is to outline the terms of reference for the recruitment of a company to develop the Tracer System within 45 working days.

Key conditions:

The selected company must have prior experience working with trade unions, preferably in the context of capacity building, organizational development, or project management.
The company must demonstrate a close collaboration with the Rwanda Information Society Authority (RISA) in Rwanda to ensure alignment with national policies and guidelines.

Scope of work:

The selected company will be responsible for the following tasks:

  1. Conducting a needs assessment in collaboration with COTRAF-RWANDA and its union members to identify specific requirements and functionalities for the Tracer System.
  2. Designing and developing a customized Tracer System tailored to the unique needs and objectives of COTRAF-RWANDA and its affiliated unions, including data collection, monitoring & Evaluation, reporting, and analysis features.
  3. Integrating the Tracer System with existing organizational systems and databases, ensuring compatibility and seamless data flow.
  4. Providing training and capacity building to COTRAF-RWANDA staff and union members on the use, maintenance, and administration of the Tracer System.
  5. Developing user manuals, guidelines, and documentation to support the implementation and sustainability of the Tracer System.

Key deliverables:

  • Needs assessment report outlining the specific requirements and functionalities for the Tracer System.
  • Customized Tracer System developed and implemented according to the agreed-upon specifications.
  • Integration of the Tracer System with existing organizational systems and databases.
  • Training materials, user manuals, and documentation for the Tracer System.
  • Technical support and troubleshooting services during the implementation phase.

Interested companies are invited to submit their proposals, including detailed technical and financial proposals, along with relevant documentation demonstrating their qualifications and experience.   

The consultant or the company will submit an expression of interest to COTRAF-RWANDA at (cotrafrwanda2003@gmail.com) and copy to ericnepib@gmail.com  18/03/2024 at 5PM. The expression of interest should   include the following:

  • Updated curriculum vitae that clearly spells out qualifications and experience in relation to this assignment.
  • Contacts of three organizations that have recently contracted the consultant to carry out a similar assignment.   
  • Financial proposal for this assignment.

Selection criteria:

  1. Demonstrated experience in developing customized solutions for trade unions or similar organizations, with a focus on data management and information systems. /20points
  2. Strong record of accomplishment of collaboration with trade unions and government agencies, particularly RISA, in Rwanda or similar contexts. /30points
  3. Technical expertise in software development, database management, and user interface design. /30 points
  4. Financial proposal. /20 points
