ToRs for the end line for the Project of Building Resilient Food Security for Smallholder Farmers through Sustainable Soil Management Practices and Income Generation Opportunities Tender at Caritas Gikongoro

1. Organizational background 

Caritas Gikongoro is a service of Gikongoro Catholic Diocese created in 1993 with the mission to assist the needy (poor, vulnerable, oppressed) through increasing income, improvement of health, socio-charitable works as well as the promotion of a culture of peace. The Vision of Caritas Gikongoro is to have a society where human dignity and the integral development of all people are promoted according to the evangelical values. 

To achieve this, Caritas Gikongoro operates through three main departments such as “Social department, Health department and Development department. Apart from those departments, Caritas Gikongoro collaborates with other diocesan services and commissions such as Economat General Gikongoro, Catholic Schools Representation and Justice and Peace Commission (CDJP). Gikongoro Diocese covers the districts of Nyamagabe, a big part of Nyaruguru district plus a portion of Nyanza and Huye districts in southern province and Karongi in Western province.

From June 2024, in Partnership with Italian Bishops’ Conference Committee and service for Charitable Action in the Third World, Caritas Gikongoro is implementing a two-years Project of “Building Resilient Food Security for 500 Smallholder farmers through Sustainable Soil Management Practices and Income Generation Opportunities in Nyanzoga cell, Cyanika Sector, in Nyamagabe district”.

The project aims to improve the production capacity for 500 small-scale farmer’s particular women trough resilient agriculture and diversification of income source toward a resilient and sustainable food security. Specifically, the project aimed to increase the capacity 500-targeted vulnerable farmers in good farming and environment practices and strategies for agriculture production, and increase their income.

For the implementation of this Project, various approaches and technologies were used in an integrated manner to achieve the project results:

• Capacity building and support of smallholder farmers in soil fertility management with focus on producing compost and development of agroforestry nurseries pests and erosion control,
• Capacity building in climate change, vulnerability analyses, risk mapping, planning and implementation of climate change for climate change adaptation and mitigation actions,
• Facilitate access to agricultural inputs and small livestock,
• Education in food security and nutrition,
• Promotion of savings, entrepreneurship, and linkage with Microfinance Finance Institutions (MFIs).

2. Purpose of the Evaluation

The purpose of this final evaluation is to:

• Assess the extent to which the project achieved its objectives and expected results,
• Evaluate the effectiveness, efficiency, relevance, impact, and sustainability of interventions,
• Identify key lessons learned and best practices,
• Provide recommendations for future programming and scale-up.

3. Objectives of the Evaluation

The specific objectives are to:

• Measure changes in agricultural productivity and household food availability,
• Evaluate the adoption of promoted agricultural and nutrition practices,
• Assess improvements in dietary diversity and nutrition practices among target households,
• Examine the project’s contribution to reducing malnutrition (especially among women and children),
• Assess the sustainability of project interventions and community ownership,
• Document challenges, success factors, and lessons learned.

4. Key Evaluation Questions

The evaluation will address the following key questions:

• Relevance: Was the project aligned with community needs and national priorities?
• Effectiveness: To what extent were planned outputs and outcomes achieved?
• Efficiency: Were resources used optimally to achieve results?
• Impact: What changes occurred in food security, nutrition, and livelihoods?
• Sustainability: Are the benefits likely to continue after project completion

 5. Methodology

The evaluation should employ a mixed methods approach. The consulting firm will propose a detailed methodology that will be validated before fieldwork. Quantitative and qualitative data collection techniques should be used. The proposed evaluation methods will include, but not be limited to:

• Document review: gathering and reviewing pertinent documentation such as field reports, annual progress reports, etc.
• In-depth individual interviews with project/program managers, technical staff, etc.
• Data collection from beneficiaries and community volunteers,
• Field observations of farms, gardens, and practices
• Key informant interviews with program participants, partners, and authorities.

Sampling will be representative of the project beneficiaries and geographic coverage.

6. Scope of the Evaluation

The evaluation will cover:

• All project intervention areas,
• All major components (agriculture, nutrition, capacity building)
• The full implementation period (2024–2026)
• Direct and indirect beneficiaries,

 7. Expected Deliverables

The evaluation will produce:

1. Inception Report (methodology, tools, work plan)
2. Draft Evaluation report,
3. Final Evaluation report (incorporating feedback)
4. Presentation of key findings and recommendations

8. Timeline

The evaluation is expected to be conducted over a period of 4 weeks:

• Week 1: Inception and planning
• Weeks 2: Data collection
• Week 3: Data analysis& Draft report writing
• Week 4: Presentation of the report and dissemination

9. Bid Documents

Bidders must provide the following documents: 

• Technical proposal with a detailed methodology demonstrating an understanding of ToRs, a clear timeframe showing how the deliverables will be achieved, team composition, and evidence of the consultant’s experience in conducting similar assignments,
• Updated, signed Curriculum Vitae for all proposed staff for the assignment, accompanied by relevant academic and professional certificates,
• Financial offer with in Rwandan franc with breakdown of all costs associated with the delivery of the above services, 
• Company registration certificate,
• Valid tax clearance certificate,
• Valid social security clearance certificate,
• Proof of VAT registration 
• Demonstrated experience evaluating socio-development projects with three completion certificates
