2. Pre-retreat survey report.

Duties and Responsibilities
Organizational Setting and Reporting
Three years have passed since the start of the implementation of UN reforms on January 1st, 2019. The UN Development System (UNDS) reform was based on the GA Resolution 72/279 approved on 31 May 2018 and the UN Secretary-General Implementation Plan. The objective is to ensure that the UN is better fit-for-purpose to support countries achieve the ambitious agenda 2030. More specifically, the reform aims to reposition the UNDS with a stronger, better-defined collective identity as a trusted, reliable, cohesive, accountable, and effective partner to support countries to deliver the 2030 Agenda; the UN that member States invest in, and rely on, because they understand and support what it does, what it can deliver on, and how it functions. The reform should yield a UN development system that is more integrated, more focused on delivery results on the ground, with clearer internal and external accountability for contributions to national needs, and with capacities, skillsets and resources better aligned to the 2030 Agenda.
As a step towards strengthening and building the RCO and UNCT teams and to ensure joint planning, analysis, monitoring and delivery of high-quality work, the UNCT will have an annual retreat from 22nd to 24th November 2022 to reflect on how better to position the UN in Rwanda to deliver Agenda 2030 and beyond, delivering as one and leaving no one behind. The retreat will be preceded by RCO teambuilding retreat to be held on 21st November.
The UNCT, RCO and the Programme Management Team (PMT) held the first successful SDG Lab in person training in September 2022. The training came up with the following list of prototypes and respective prototype names to be developed in the next four months:
The UNCT will take advantage of being together at the retreat to have a follow up session with the Presencing Institute. The Presencing Institute team will connect virtually. The session will be preceded by a pre-retreat Coaching Sessions of 60’ for each of the 5 prototypes so that each team feels supported in evolving the prototype and on the sensing work.
Against this backdrop Office of the UN Resident Coordinator in Rwanda is seeking the services of an experienced consultant to support the preparations and facilitation of the UNCT retreat. The consultant will work under the overall supervision of the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader with support from the Programme Management Team.

Specific tasks of the assignment will include:
The Facilitator is expected to produce the following:
1. Develop and conduct a pre-retreat survey to identify strengths and gap areas on the degree of collaboration and integration of the UNCT through assessing the effectiveness of delivery, including:
a) Joint Program covering Joint designing, planning Implementation, analysis, monitoring, evaluation, reporting and resource mobilization.
b) Annual Joint Work Planning
c) UNCT Annual Results Reporting
d) Common Country Analysis
e) Developing the Cooperation Framework
2. Retreat design
a) Contribute to the finalization of the Concept Note of the retreat including the methodologies and inclusion of the SDG Lab session.
b) Propose a customized program clearly articulating the objectives and outcome of the retreat.
c) Develop interactive and flexible facilitation tools and material for use during the retreat, including the setting of the conference room and any other necessary requirement for a conducive learning environment.
d) Prepare the retreat programme
3. Facilitate the Retreat
a) Facilitate the retreat as per the approved retreat programme
b) Create a constructive and engaging environment during the retreat in which participants are able to interact in a manner that facilitates achievement of the programme objectives.

4. Produce the report of the Retreat
a) Analysis and Synthesis of Retreat outcomes and 2023 Priorities
b) Write a report capturing key outcomes and actionable recommendations with a detailed roadmap to deliver the action points. Qualifications/special skills
A Master’s degree or equivalent in Social Sciences, Development, Communications, and/or relevant field is required. A bachelor’s degree with an additional two years of experience may be accepted in lieu of the master’s degree.

• Judgement/Decision making: Takes decisions impacting the individuals, teams, department, or division one manages; Gathers and analyses complex issues and data; solves complex problems; Generates or proposes alternative options for action; Takes decisions which impact the Organization, staff members or other parties; takes a tough or unpopular stand against resistance
• Work Experience
• At least 15 years of relevant work experience, with a focus on facilitating meetings or workshops for United Nations and/or other international, regional or bilateral development organizations is required.
b) Expertise in designing and implementing a wide range of interactive methods of strategic planning, team building and group dynamics; extensive and diverse experience in organizational planning, assessments, Management, Leadership Development. He should also have proven record and expertise in facilitating and training staff retreat is required.
c) Cultural sensitivity and experience moderating meetings of culturally diverse and international groups, as well as relationship, teambuilding and change management practice is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
