Background

Rwanda Ultimate Golf Course is a private company created to position Rwanda as the best golfing destination in Africa and one of the greatest in the world. The first project of Rwanda Ultimate Golf Course, in order to reach this goal, is the Kigali Golf Resort & Villas. The golf course is a real estate masterpiece designed by the worldwide famous Gary Player. The facility will also include a five-star Clubhouse and other amenities.

Position Summary

The HR Manager is responsible for providing strategic leadership and direction to the Human Resources function at RUGC, ensuring effective people management, compliance with labor laws, and alignment with organizational objectives.

The role oversees the full spectrum of HR operations including talent acquisition, employee relations, performance management, training and development, and organizational culture. The HR Manager works closely with senior leadership to build a high-performing workforce, foster employee engagement, and support the sustainable growth of the organization.

Key Responsibilities

  • Develop and implement HR strategies, policies, and systems aligned with RUGC’s mission and business objectives.
  • Lead workforce planning, recruitment strategy, and talent acquisition for all departments.
  • Oversee and manage employee relations matters for Grade 4 and above, including disciplinary processes and conflict resolution.
  • Design, implement, and monitor the performance management system.
  • Lead employee engagement, retention, and organizational culture initiatives.
  • Oversee training and development programs, including internal and external learning interventions.
  • Ensure compliance with labor laws, company policies, and health and safety regulations.
  • Develop and oversee compensation and benefits structures in line with market practices and budget.
  • Provide strategic HR advice to the Deputy General Manager and senior leadership on organizational design and workforce optimization.
  • Review and approve HR reports, metrics, and analytics for decision-making.
  • Lead, mentor, and develop the HR team, ensuring high performance and accountability.
  • Foster cross-departmental collaboration to support operational effectiveness.

Qualifications & Experience

  • Bachelor’s degree in human resources, Business Administration, or related field (Master’s preferred).
  • Professional HR certification (e.g., SHRM-SCP, CIPD, SPHR) is highly desirable.
  • Minimum 5–7 years of progressive HR experience, including at least 2–4 years in a managerial role.
  • Experience in hospitality, leisure, sports, or service industry is an added advantage.

  • In-depth knowledge of labor laws and HR best practices.
  • Excellent interpersonal, communication, and negotiation skills.
