 EUCORD-PROFARM PROJECT IN RWANDA

European Cooperative for Rural Development (EUCORD) through PROFARM (Promoting an integrated farming system around sunflower, maize and vegetables to stimulate resilient agriculture and nutrition security for smallholder farmers in Rwanda) project funded by European Commission under KUNGAHARA Program and implemented by EUCORD in partnership with RDI-(Rural Development Initiative) invites quotation from Service Providers interested in supply, installation, operation and maintenance of surface portable solar irrigation equipment for PROFARM project, as outlined in this document. Quotations must be received by the PROCUREMENT offices at the address specified below not later than 19^th December 2025 at 10:00 local time.

2.Background: 

The European Cooperative for Rural Development (EUCORD) is a Brussels-based non-profit organization, established in 2003 under Dutch Cooperative Law. With extensive expertise in agriculture, environment, and value chain development, EUCORD has built strong capacity to manage complex development projects across 15 countries, including Rwanda.

EUCORD’s mission is to empower rural communities by increasing their capacity to sustainably grow quality crops, strengthen value chains, and improve household food security and livelihoods.

Under the Kungahara Program, funded by the European Commission, EUCORD is implementing the PROFARM Project (2023–2027). The project seeks to:

• Improve food production and availability through integrated soil fertility management, innovative agricultural practices, and better nutrition behavior.
• Increase household income and strengthen value chains for cereals, vegetables, and sunflower by linking farmers to extension services, finance, and markets.

The project is implemented in Burera, Gicumbi (Northern Province) and Ruhango (Southern Province).

EUCORD hereby invites qualified irrigation service providers to submit quotations for the Supply, Installation, Operation, and Maintenance of Surface Portable Solar Irrigation Equipment to support cooperatives under the PROFARM Project.

3. Scope of Work

This RFQ covers one (1) Lot for the supply and full installation of portable solar-powered irrigation systems for Six (6) cooperatives supported by the PROFARM Project.

Each cooperative will receive an irrigation package comprising:

• Two (2) solar-powered surface pumps
• Solar panels and mounting accessories
• Hoses, fittings, and related irrigation components
• Installation in farmers’ fields

The contractor shall also:

• Provide operation and maintenance training to farmers
• Ensure one-year warranty and technical backup
• Train 30 Farmer Trainers per cooperative and 2 EUCORD-RDI technicians
• Provide training materials in Kinyarwanda on the operation and maintenance of the supplied irrigation kits.

5.Supplier Eligibility and Qualification Requirements

Interested firms must demonstrate capacity and experience through the following:

a. Relevant Experience

• 3 Proof of similar assignments completed (supply and installation of solar irrigation systems).
• Company profile, brochures, references, and project completion evidence.

b.Years in Business & Core Activities

Clear indication of the firm’s main business focus and operating history.

c. Legal & Sector Recognition

• Proof of registration as a recognized irrigation service provider by MINAGRI/RAB.

d.Technical Capacity

• Availability of qualified technical staff.
• Ability to provide operation, maintenance training, and after-sales support.

 6.    Notification

The outcome of the selection shall be notified to the bidders through email and thereafter the successful bidder shall be invited for contract negotiation and signing.
 

7.  Bids Validity

The validity of bids shall be 90 days starting from the deadline for submission of bids. EUCORD Rwanda may cancel the tender at any time before the signing of the contract.

Suppliers must submit both Technical and Financial Quotations in separate sealed envelopes as detailed below:

A. Technical Quotation

Should include:

• Company profile and experience
• Technical specifications of proposed equipment
• Installation and training plan
• Warranty and after-sales support plan
• Delivery and installation timeline
