Terms of Reference (TOR) Consultant for Data Cleaning, Analysis, and Report Writing Tender at Kepler College

Background

Kepler College is conducting a Graduate Outcomes Evaluation focused on alumni two years after graduation from Kigali and Kiziba campuses. The evaluation aims to understand employment status, income, further education, entrepreneurship activities, and community engagement. This data will inform program improvements, strengthen alumni support services, and guide institutional learning. To support this process, Kepler seeks a qualified consultant to lead data cleaning, analysis, and report writing based on data collected through the Kepler Alumni Outcomes Survey.

 2. Purpose of the Consultancy

The purpose of this consultancy is to ensure high-quality data management, robust analysis, and the production of a clear, credible, and actionable Graduate Outcomes Evaluation Report. The consultant will:

  • Participate in initial meetings to understand the data collection process
  • Clean and validate the alumni survey dataset.
  • Conduct quantitative and qualitative data analysis.
  • Develop insights, visualisations, and recommendations.
  • Draft and finalize the Graduate Outcomes Evaluation Report.

 3. Scope of Work & Key Tasks

The consultant will work closely with Kepler's M&E and Careers & Alumni Affairs teams to deliver the following tasks:

  • Data Cleaning
    • Review raw survey responses for completeness, accuracy, and consistency.
    • Identify and resolve duplicates, incorrect entries, and anomalies.
    • Manage missing data using clear, documented procedures.
    • Develop a Data Dictionary and Cleaning Log documenting all steps taken.
  • Data Analysis
    • Conduct descriptive analysis, including:
      • Employment rates
      • Income distribution
      • Type of employment
      • Graduate mobility across sectors
      • Entrepreneurship indicators
      • Further education patterns
    • Gender, disability and refugee disaggregation. Produce cross-tabulations by:
      • Gender
      • Nationality/refugee status
      • Campus
      • Graduation year
      • Conduct trend and cohort comparisons (2021 vs 2022 vs 2023).
    • Identify notable patterns and emerging themes.
    • Integrate qualitative insights from open-ended responses. Noting any gender, refugee insights.
  • Reporting
    • Draft the Graduate Outcomes Evaluation Report, including:
    • Executive summary
    • Context and methodology
    • Findings
    • Visualisations (charts, tables, infographics)
    • Conclusions and recommendations
    • Provide a PowerPoint summary deck for leadership and partners.
    • Finalize the report based on Kepler’s internal review.

 4. Deliverables and Due Dates

The consultant is expected to produce the following deliverables:

Inception Note - Brief methodology + workplan, Dec 5, 2025

Cleaned Dataset - Clean, validated dataset + logs, Dec 20, 2025

Analysis Outputs - Tables, cross-tabs, visualisations, Jan 15, 2026

Draft Report - Full draft for review, Jan 30, 2026

Presentation Slides - Summary of findings, Feb 12, 2026

Final Report - Revised and formatted report, Feb 12, 2026

5. Required Qualifications

  • Advanced degree in Economics, Statistics, M&E, Data Science, Public Policy, Education Research, or related field.
  • Proven experience in survey data analysis and report writing.
  • Strong command of statistical software (Stata, SPSS, R, or Python).
  • Demonstrated ability to translate data insights into actionable recommendations.
  • Experience working with refugee or youth-focused programs is an asset.
  • Excellent English writing and visualization skills.

6. Duration & Level of Effort

Estimated LOE: 17 days spread across the assignment period.

Period of Performance: Start Date: December 1, 2025 to March 30, 2026

7. Reporting and Management

The consultant will report directly to:

Ojonwa Miachi, Monitoring & Evaluation Team.

They will work closely with:

Karoli Kolokonyi, Kepler Careers & Alumni Affairs Office
