The Ministry of Health (MOH) is collaborating with IntraHealth International through the USAID Ingobyi Activity on the health sector digitization agenda. IntraHealth is assisting in the development of an electronic medical records (EMR) system at the health center (HC) level, which will replace paper usage by facility health workers to improve data records and continuity of care for clients.

IntraHealth International is looking for a national consultant or a team of consultants to work with the USAID Ingobyi Activity and the MOH to develop and improve the health center  Electronic Medical Record System.

USAID Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn, and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda.  The USAID Ingobyi Activity builds upon the tremendous gains Rwanda has made as well as previous USAID investments in the health sector. Ingobyi Activity aims to contribute to the reduction of infant and maternal mortality and the incidence of malaria in Rwanda. The Ingobyi Activity partners with the    Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives, and data.

PURPOSE OF THE CONSULTANCY

The general purpose of this assignment is to assist the Ministry of Health and USAID Ingobyi Activity/IntraHealth to upgrade the current health center EMR with key requirements in accordance with current standards and guidelines of key program services, particularly reproductive, maternal, newborn, child and adolescent health (RMNCAH), and to improve patient registration, triage, billing, insurance and entire patient journey and experience with the health system.  The assignment also includes  to, integration of the system with the Health Information Exchange.

SCOPE OF WORK

The Ministry of Health has prioritized the use of digital health technologies to ensure the quality of care, universal health coverage, and equity across the health system. The Electronic Medical Records (EMR) system is one of the digital tools that will be used to digitalize workflows in health facilities, becoming one of MOH’s leading digital health tools. However, the process of creating and implementing an EMR system can be tedious and complicated.

The EMR upgrade is expected to automate HC services, which will improve the performance of health care providers at the HC level where primary health cre services are provided, improving the quality of consultations, service delivery, reporting, and data use. EMR is also expected to reduce the reporting burden on health centers. 

SPECIFIC TASKS  

The consultant or a team of consultants is expected to support the development and/or upgrade of the following modules in the current EMR system for health centers based on the updated service delivery guidelines and protocols:

  • Update registration module
  • Update triage module
  • Update outpatient department (OPD) module
  • Update integrated management of childhood illness (IMCI) form
  • Update GBV forms
  • Update maternal health forms
  • Update family planning forms
  • Update entire patient journey from registration to exist

DELIVERABLES

The consultant or team of consultants will be responsible for the following deliverables aligned to the tasks outlined above:

  1. Inception report highlighting the purpose of the assignment, key tasks, implementation methods, deliverables, and timeline.
  2. Upgraded EMR HC Package with updated forms as per the current patient Journey from registration to exit or discharge, ensuring the Maternal New Child Health forms are updated as per discussed details before contract signing.
  3. Present the upgraded HC EMR system at a validation workshop with stakeholders.

 REQUIRED EXPERIENCE

It is envisaged that the consultant or team of consultants selected to undertake this assignment will have the requisite combination of skills, expertise, and experience to carry out the tasks outlined above. The required qualifications, competencies, and skills are outlined below:

  • Minimum ten years of experience working on EMR is required.
  • OpenMRS development skills.
  • Strong J2EE and its related design technology skills (spring, hibernate, and maven).
  • Expert UI web Design using JSP, EL, JSTL, JavaScript, CSS, and HTML and Internationalization.
  • System administration using Linux.
  • Database design and implementation experience using RDBMS (MySQL/Postgres).
  • Data migration and synchronization.
  • Version Control (Git or bitbucket), bug tracking, and fixing
  • Excellent problem-solving/analysis skills. 

Education and certifications:

Certification

  • Oracle Java certified professional, Java SE programmer.
  • Software development and implementation training.
  • Bachelor's degree in computer science.

  • Technical proposal (3 pages maximum), including applicant’s understanding of the intended scope of work; and
  • Consultancy fee-daily 

SELECTION CRITERIA

Selection criteria: Applications will be assessed on cost reasonableness (30%) and technical competence (70%).

Technical evaluation criteria/ 70 marks 

Required training in computer engineering, computer science, information technology, information system, digital health or equivalent. (10 pts)

Relevant professional experience in the development, deployment and/or using digital health solutions, including HIS (10 pts)

Technical knowledge/expertise  in developing and/or using EMR systems

(40 pts)

Skills and experience in health systems analysis and health systems strengthening (5 pts)
