Legal Affairs Officer
Level:4.III
Job description
• Collect and keep in records all laws, decisions related to jurisprudence in the area of complaints of interest to the institution;
• Analyze files to ensure legal compliance;
• Provide practical legal opinions to ensure that the appropriate legal approach is taken on arising matters in accordance with existing laws;
• Provide legal advice on tender documents;
• Review ongoing cases and advice management accordingly;
• Review and advise the management on legal compliance of internal policies and procedures;
• Ensure proper recording of all legal documents and precedents where the institution was involved;
• Negotiate contracts;
• Draft contracts and get them signed by concerned parties;
• Communicate signed contract to all concerned parties;
• Preserve all documents relating to the contract (negotiation minutes….);
• Monitor contract execution to ensure contract closure, extension or renew;
• Provide legal advice on contract disputes settlement;
• Draft legislative instruments (Laws and regulations, MoU);
• Ensure proper legal compliance on documents produced within the institution with legal implications;
• Work closely with parliamentary commissions to speed up the adoption of legal provisions in process;
• Work closely with other Institutions including the Office of Attorney General by providing necessary information on legal issues involving the institution;
• Represent the institution before the court in case he/she is entitled to do so;
• Attend regular coordination and validation meetings organized by the Ministry of Justice and other Institutions;
• Carry out legal research and highlight potential problems that may engage the liability of the institution;
• Propose new amendments and revision of existing legal instruments related to the mission and mandate of the institution;
• Initiate new legal instrument drafting if necessary;
• Perform any other task assigned his/her supervisor related to his/her responsibilities.

Contract Management Officer
Level:5.II
Job description
• Draft and review contracts and requests for proposals and confidentiality agreements for NIRDA to ensure they are consistent and in compliance with regulatory requirements and organizational risk policies.
• Conduct regular review of standard contracts used by NIRDA to ensure they are up to date and in line with any statutory/regulatory requirements
• Assess contractual liabilities, understand market and legal risks and mitigate contractually where possible.
• Advise management and departments on appropriate legal procedures and corrective action regarding any legal related matter
• Lead in the implementation of the legal policies, process and procedures in line with the strategic objectives of NIRDA.
• Update NIRDA’s legal policy in accordance to new laws, and communicate the same to the different stakeholders
• Identify contractual and operational compliance requirements.
• Review, analyse and interpret applicable laws and regulations and advise management on the same.
• Review and execute contract documents involved, evaluate legal disputes arising there from or otherwise advising on appropriate legal positions to be taken in the Organization’s best interest.
• Prepare weekly and monthly unit reports to the Head of the Unit

Job Purpose
The Refugee Technical Advisor will collaborate with the program team to collect baseline data, assessments, provide work plans, lead sector assessments, and participate in general monitoring and evaluation activities of refugee camps' livelihood and economic recovery.

Duties And Responsibilities
Under the supervision of the SPIU Coordinator, the Refugee Program Manager will perform the following key functions:

• Participate in resources mobilization in regards with refugee’s management and livelihoods of refugees;
• Assess and ascertain whether partners’ projects related to Refugees resilience are supportive of national and local development goals;
• Monitor if partners’ projects implemented with MINEMA are in line with guiding principles and the code of conduct defined by the Refugees Management Policy;
• Identify potential problems/issues linked with Refugees preparedness and resilient recovery projects implementation for remedial actions and to elevate unresolved issues and problems to the direct hierarchy for resolution and final action;
• Provide information on lessons learned in partners’ projects implemented with MINEMA implementation for planning and implementation of future similar project;
• Participation in setting up a Monitoring and Evaluation system for MINEMA partners’ project; related to Refugees;
• Propose corrective actions to the project implementing agent based on the above.
• Design new projects in line with the core mission of the Ministry;
• Provide technical advises on Refugees related projects
