PROJECT OVERVIEW 

CASA is an FCDO - International Climate Finance (ICF) funded programme driving global investment for inclusive climate-resilient agri-food systems that increase smallholder incomes. CASA makes the case to impact and return-oriented investors for increased investment in agribusinesses that work with smallholder supply chains. The programme achieves this goal by:

  • Demonstrating the commercial viability and investment-readiness of small and medium-sized (SME) agribusinesses with significant smallholder supply chains
  • Helping investors to increase the impact of their investments through the provision of inclusive technical assistance
  • Strengthening the socio-legal empowerment of smallholders within value chains
  • Tackling the information and evidence gaps holding back investment

For demonstrating the commercial and development potential of smallholder sourcing models, CASA focuses on catalytic interventions in the agriculture sectors of Ethiopia, Malawi, Nepal and Rwanda that support agri-SMEs prepare for and secure investment while connecting smallholders to commercial markets.

CASA’s work on research and communications is structured around identifying constraints, opportunities and addressing evidence gaps through research; shaping the debate on smallholder agriculture to influence actions of investors, governments and donors; and creating networking opportunities through events and stakeholder engagement.

ASSIGNMENT BACKGROUND 

CASA implements its work by supporting Market Systems approaches in selected ‘Anchor Value Chains’ to pilot, scale, and demonstrate holistic market approaches that could be replicated or scaled elsewhere, and within which CASA has the potential to achieve significant results, particularly in enabling more smallholder farmers to develop resilience in the face of climate change.

Fine Fish Ltd is a leading feed producing company committed to providing cost-effective, high-quality, and sustainable feed solutions for Rwanda’s aquaculture sector. However, the escalating prices and environmental concerns associated with conventional protein sources—such as fishmeal and soybean meal—necessitate exploration of viable alternatives.

The Black Soldier Fly (BSF) larvae are gaining recognition globally as a sustainable, nutrient-rich, and circular economy-friendly protein source for animal feed. With support from CASA, Fine Fish Ltd seeks to conduct a feasibility study to evaluate the technical, economic, environmental, and commercial potential of incorporating BSF larvae into its feed formulations.

OBJECTIVES

The main goals of assessing the feasibility and strategic potential of integrating Black Soldier Fly (BSF) larvae into Fine Fish Ltd.’s feed production:

  • To assess the cost-effectiveness and return on investment of BSF meal as an alternative feed ingredient in Fine Fish’s production model.
  • To explore sourcing options: in-house BSF production versus outsourcing from local suppliers – identify where such local suppliers exist and their production capacity.
  • To investigate the potential reduction in smells from the use of small fish if substituting BSF into the production model.
  • To identify regulatory, logistical, and operational challenges for commercial BSF use.
  • To propose a model of using BSF as an alternative to the traditional fish feed ingredients.
  • To recommend a roadmap for adoption, including scale-up, partnerships, and investment models.

SCOPE OF WORK AND METHODOLOGY FOR THE ASSIGNMENT

SCOPE OF WORK:

The scope clearly defines the tasks and responsibilities, as:

  • Literature Review: National and international case studies and academic research on BSF.
  • Laboratory Testing: Nutrient profile analysis by collecting sample from available local suppliers (protein, fat, amino acids).
  • Feeding Trials: Controlled experiments with BSF-incorporated feed to assess animal performance.
  • Stakeholder Consultations: Interviews with BSF producers, regulators, farmers, and input suppliers.
  • Economic Modelling: Cost-benefit analysis of using BSF to replace a currently used ingredient, ROI forecasts, and break-even point estimation.
  • SWOT and Risk Assessment: Including regulatory, supply chain, and operational risks.

 DELIVERABLES:

Key outputs expected from the project:

  • Inception Report: Detailing scope, methodology, timeline, and team roles.
  • Mid-Term Report: Summarizing preliminary findings and trial progress.

Final Report: Comprehensive study covering:

  • Nutritional analysis
  • Trial results
  • Financial and technical feasibility
  • Risk and regulatory review
  • Strategic recommendations

Reporting Lines

The consultant will report to the key focal persons from Fine Fish Ltd and CASA Aquaculture Market Manager.

REQUIREMENTS 

 The CASA Rwanda consultant to develop a Feasibility Study on the use of Black Soldier Fly (BSF) Larvae as an Alternative Protein Source in Fine Fish Ltd   will be expected to possess the following skills, qualifications, and experiences: 

  • Bachelor’s degree in animal nutrition and Feed Formulation, Entomology / Insect Farming, Agricultural Economics / Agribusiness, Environmental Management. Master’s degree is an added advantage
  • Minimum 5 years in conducting feasibility or value chain studies in agriculture or agribusiness
  • Proven experience in animal feed formulation and nutritional analysis
  • Strong analytical and research skills (economic, technical, and environmental)
  • Competency in conducting cost-benefit and market analysis.
  • A portfolio of similar projects completed.
  • Ability to work collaboratively and communicate effectively with cross-functional teams.
  • Fluent written and spoken English.
