Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.
The mining sector in Rwanda is a growing contributor to the country’s development. Its economic impact is demonstrated by the share of minerals of the country’s exports as well as for job creation in rural areas, which in turn spurs economic growth and hence contributes to government revenues. Nevertheless, the mining sector is yet largely characterized by small-scale mining operations and the related low usage of modern technology. One of the major challenges remain the limited capacity to enforce compliance of private mining operators to mining regulations and to international standards related to mineral sourcing, environmental and social protection as well as the occupational health and safety at mine site.
To address these challenges and enhance the socio-economic contribution of the mining sector to national development, German Technical Cooperation (GIZ), the Rwanda Mines, Petroleum and Gas Board (RMB) and Rwanda Polytechnic, Kigali College are jointly implementing a project titled “Sustainable Development of the Mining Sector in Rwanda.” It is co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and running from December 2022 – July 2026.
The project would like to reinforce RMB inspection capacity to verify and ensure that mining activities in Rwanda do not have adverse effects on the mining workforce, the environment, and the surrounding communities. Inspections will also enhance responsible mineral sourcing and assist in curbing illicit practices in the mining sector such as illegal mining and mineral smuggling. Besides, they will also help to collect data and that will be used for traceability purposes and licence management as well as collecting geological information
It is against this background that GIZ Rwanda would like to hire transport services for inspectors who will carry out the inspections at the mine and quarry sites in Rwanda.
Expected services from the supplier
The main objective of this tender is to engage a professional company to supply four (4) suitable vehicles to transport inspectors across Rwanda for a duration of 82 days. The vehicles and services must meet the following conditions:

The contract is expected to run from June - until October 2025.

The Company that will not have filled any of aforesaid conditions will be eliminated and their bids will not be considered for the next evaluation stage.
