Job Purpose:

HR Manager to oversee and manage human resources functions across our operations in Rwanda. The HR Manager will be responsible for implementing HR strategies, managing recruitment, training, employee relations, and ensuring compliance with labour laws within the country.

Job Function:

1. HR Strategy & Leadership

Develop and implement HR strategies aligned with the company’s overall business goals in Rwanda.
Act as a strategic partner and trusted advisor to senior leadership on all HR matters.
Drive organizational development and change management initiatives in support of business transformation.
Regularly update the organisational organogram as a result of new recruitments and or staff movements.
2. Talent Acquisition & Workforce Planning

Lead end-to-end recruitment for all levels of staff, from sourcing to onboarding.
Partner with hiring managers to ensure recruitment processes are timely, efficient, and aligned with business needs.
Build and maintain a strong talent pipeline to support current and future workforce requirements.
Launch internal SESAME applications for recruitments and or staff movements in line with the internal processes.
Conduct effective employee onboarding and liaise with internal parties (IT, Security, QHSE).
3. Employee Engagement & Culture

Promote and embed the company’s values and desired culture within the Rwanda operations.
Foster a positive and inclusive work environment that supports employee satisfaction and well-being.
Conduct regular employee engagement surveys, analyse results, and drive follow-up action plans to improve retention and morale.
4. Learning, Development & Leadership Growth

Design and implement training and development programs to support employee growth, leadership capability, and succession planning.
Conduct skills gap analyses and collaborate with line managers to tailor development initiatives.
Oversee leadership development programs to build a strong internal leadership pipeline.
5. Performance Management

Manage the performance management cycle, including goal setting, evaluations, and feedback processes.
Support managers with coaching, performance reviews, and performance improvement plans.
Promote a culture of high performance and accountability by aligning individual objectives with business goals.
6. Compensation & Benefits

Administer and continuously improve compensation and benefits programs to ensure internal equity and external competitiveness.
Conduct salary benchmarking and market analysis to inform pay decisions for Rwanda.
Ensure all compensation practices comply with local laws and are aligned with company standards.
Coordinate and assist with the development of the Annual HR Budget inline with the overall business needs.
7. Compliance & Risk Management

Ensure compliance with Rwandan labour laws, employment regulations, and company policies.
Monitor changes in labour legislation and update HR practices accordingly.
Support internal audits and ensure accurate recordkeeping of HR data and documentation.
Minimum Education and Experience Requirements:

Bachelor’s degree in human resources, Business Administration, or a related field (Master's degree or HR certification is a plus).
Minimum of 5 years of progressive HR management experience, with at least 2 years in a managerial role.
Experience within the Freight Forwarding, Logistics and Supply Chain (Warehousing) strongly preferred.
Strong experience in HR within Rwanda.
Previous experience working in multinational or cross-cultural environments.
Experience with labour law compliance, employee relations, performance management, and talent development.
Excellent leadership, coaching, and interpersonal skills.
Proven ability to implement and manage HR processes and systems effectively.
Strong problem-solving and conflict resolution skills.
- RULES AND REGULATIONS

- Ensure all work is carried out in accordance with the departmental and company procedure manual, as well as the Rwanda Labour Law No. 66/2018 of 30 August 2018 and other relevant labour laws.

- Ensure a clear understanding of the Rules and Regulations of all statutory bodies, including the Rwanda Ministry of Labour, the Occupational Safety, Health and Welfare Act, and any industry-specific regulations.

- Ensure that the Africa Global Logistics Principles are adhered to in alignment with Rwanda an legal and ethical standards.

- Be fully aware of and comply with all current responsibilities and requirements under the Rwanda Labour Law No. 66/2018 of 30 August 2018 ,the Occupational Safety, Health and Welfare Act, and any other relevant legislation to maintain a safe and legally compliant workplace.

- Report all hazards, incidents, and injuries in accordance with Rwanda’s labour legislation and company reporting procedures to promote workplace health and safety.

- Participate in workplace improvement programs and assessments to enhance the Integrated Management System (IMS) in compliance with Rwandan’s health and safety standards
