Infrastructure Flood Specialist Team Leader job at Rwanda Water Resources Board (RWB)
Job Description
The Infrastructure Flood Specialist Team Leader will lead the planning and implementation of flood and stormwater management strategies. This includes developing flood hazard maps, engineering designs for flood control, and infrastructure guidelines. The incumbent will oversee coordination with road and urban development sectors, promote integration of green infrastructure, lead emergency response and inspections, ensure compliance with flood standards, and support institutional frameworks to enhance flood resilience. The role will also involve capacity-building, technical reviews, stakeholder engagement, and preparation of regular progress reports.
Duties, Roles and Responsibilities
- Coordinate development of flood management and stormwater master plans
- Lead design and implementation of both structural and non-structural flood mitigation solutions
- Develop flood hazard maps and conduct inspections of flood infrastructure
- Supervise emergency flood maintenance and risk mitigation actions
- Provide technical input and approve final flood infrastructure designs
- Promote nature-based and climate-resilient solutions
- Align road development with flood risk considerations
- Work closely with internal and external partners to ensure cross-sector coordination
- Review and enforce compliance with flood management standards and manuals
- Oversee project feasibility studies, budgeting, and technical designs
- Propose revitalization measures for natural drainage systems
- Lead the development of flood forecasting and early warning systems
- Provide technical support to engineers and technicians
- Develop policies and maintenance plans for flood control structures
- Monitor implementation progress and report to the Division Manager
- Perform any other duties as assigned
Qualifications, Education and Competencies
Education:
- Master’s Degree in Hydraulic Engineering or Structural Engineering with at least 3 years of relevant experience
- OR Bachelor’s Degree in Hydraulic Engineering or Structural Engineering with at least 5 years of relevant experience
Key Competencies and Technical Skills:
- Strong integrity and ethical standards
- Proven critical thinking and problem-solving abilities
- Knowledge of flood risk assessment and engineering design principles
- Ability to work inclusively and collaboratively with diverse stakeholders
- Strong leadership and coordination skills
- Familiarity with policy and guideline development
- Excellent communication and report-writing skills
