Legislative Drafting and Advisory Specialist job at Chamber of Deputies (COD)
Job Description
Reporting to the Director General, the Legislative Drafting and Advisory Specialist will support the Chamber in legislative drafting, legal reviews, and analysis of government policies and proposed laws. The role includes attending committee and plenary sessions, ensuring proper incorporation of amendments in draft laws, providing legal opinions, conducting comparative legal studies, and ensuring conformity of published laws with those passed by Parliament. The specialist will also prepare advisory notices, draft proposals for amendments, and assist Members of Parliament with private member's bills.
Duties, Roles and Responsibilities
- Provide legal advice on draft bills, contracts, and tender documents.
- Draft new legal amendments and revise existing legislation.
- Offer legal insights on diverse legal documents as requested.
- Participate in standing committee meetings and advise on draft laws and citizen requests.
- Ensure conformity between committee reports and draft bills.
- Attend plenary sessions to follow debates and confirm incorporation of amendments post-adoption.
- Analyze legislation, policies, and government programs addressed by draft or private members’ bills.
- Produce advisory notices evaluating legislative opportunities, relevance, and legal compliance.
- Conduct comparative legal studies with international standards and practices.
- Review legal documents related to private members' bills.
- Draft private member's bills for parliamentary consideration.
- Verify alignment between adopted laws and published versions.
- Prepare assessment reports on conformity of published laws.
- Ensure implementation of orders and instructions within published laws.
- Create and present legal briefs or reports to Bureau or Standing Committees as needed.
Qualifications, Education and Competencies
- Bachelor’s Degree in Law or a related legal field.
- Minimum of 3 years’ experience in legislative drafting, legal advisory, or public legal analysis.
- Deep knowledge of Rwandan legal systems and parliamentary procedures.
- Strong analytical, drafting, and legal interpretation skills.
- Familiarity with policy analysis and international legislative practices.
- Ability to work independently and under pressure.
- Excellent communication and presentation skills.
- High level of integrity and professional ethics.
