Planning, Monitoring & Statistics Officer job at Special Guarantee Fund (SGF)

Job Description

Reporting directly to the Director General, the Planning, Monitoring & Statistics Officer will be tasked with formulating strategic and operational plans and establishing a comprehensive Monitoring & Evaluation (M&E) framework. The role involves continuous tracking of plan implementation, producing detailed reports on progress, assessing compliance with standards, and maintaining databases of SGF’s performance and activities. The Officer will also handle data collection, statistical analysis, and forecasting to inform future trends, as well as evaluate and report on budget performance. The insights and recommendations generated will be key inputs for management and strategic decisions.

Duties, Roles and Responsibilities

  • Develop strategic and annual action plans in a standardized format.
  • Design a Monitoring & Evaluation framework and a comprehensive plan with baseline indicators.
  • Track implementation of strategic plans, action plans, and performance contracts.
  • Execute M&E policies and ensure quality assurance and accountability.
  • Collect, analyze, and report data against M&E indicators.
  • Conduct budget execution reviews to compare planned vs. actual costs.
  • Generate and submit regular reports (monthly, quarterly, mid-term, and annual).
  • Ensure documentation, dissemination, and integration of M&E findings into future planning.
  • Monitor decisions from management meetings and track their implementation.
  • Maintain compliance with quality and accountability standards.
  • Analyze and forecast trends using statistical data relevant to SGF activities.
  • Utilize statistical and database software to process and generate reports.

Qualifications, Education and Competencies

  • Bachelor’s Degree in Economics, Statistics, Public Policy, Planning, or a related field.
  • Minimum of 3 years’ professional experience in planning, M&E, or statistics.
  • Strong analytical and report writing skills.
  • Proven experience with statistical software and database systems.
  • Knowledge of public sector planning and performance frameworks.
  • Excellent organizational and time management abilities.
  • Attention to detail and ability to work independently.
  • Effective communication and interpersonal skills.
