Overview of DUHAMIC-ADRI

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan Law. The idea of its creation dates back to 1979 with the objective of assisting farmers to organize themselves to fight against the constraints of the marginalization of rural areas. The action has moved from local and regional to national level with the holding of the Constituent General Assembly of 20th April 1985 which devoted DUHAMIC-ADRI as an NGO working throughout Rwanda.

DUHAMIC-ADRI was legally recognized by the Ministerial Order No 943 of 12th July 1985. Its statutes were modified and recognized by the Ministerial Order No 025/11 of 21th March 2005. Subsequently, DUHAMIC-ADRI has fulfilled all requirements for compliance with the new law N° 04/2012 of 17/02/2012 governing the organization and the functioning of national non-governmental organizations, and received on 17/06/2013 a certificate of compliance from Rwandan Governance Board (RGB).

Vision, mission, and structure

The Vision of DUHAMIC- ADRI is « a rural world responsible for its self-socio-economic development » In accordance with its statutes (article 2), the Mission of DUHAMIC-ADRI is “supporting integrated development through the initiatives of the rural population in its struggle for self-development. Currently the organization is working in 28 districts of Rwanda to support more than 730,000 Vulnerable population in various domains.

Objectives of DUHAMIC-ADRI

  • Fighting against the marginalization of rural areas;
  • Stimulating the creation and consolidation of associations, cooperatives and farmers' groups;
  • Enhancing the work of farmers' associations by initiating and encouraging the development of organizational structures as autonomous groups, cooperatives and unions;
  • Supporting rural development initiatives in various areas of socio-economic development

1. Project Background

The Climate-Smart Agriculture Project implemented by DUHAMIC-ADRI in partnership with UNHCR supports refugee and host community farmers to increase agricultural productivity, build resilience to climate change, and promote sustainable livelihoods. KODUMU Cooperative, operating in the Mushishito marshland (Nyamagabe District), is one of the beneficiary farmer groups composed of both refugees and members of the host community.

During several field visits and stakeholder engagement meetings, the cooperative members identified the persistent challenge of crop pests and diseases as a major factor affecting productivity and food security. This has been particularly acute in vegetable production and maize farming, where early-stage pest control is critical to securing yields.

2. Problem Statement

KODUMU Cooperative, composed of 1570 members (both refugees 500 and host community farmers 1070, is currently facing significant challenges in crop production due to persistent outbreaks of pests and diseases affecting high-value crops including maize, Irish potatoes, and various vegetables. These crops are not only central to food security and nutrition for cooperative members but also constitute an important source of household income.

Different field assessments and reports from cooperative members have revealed increasing incidences of pest infestations. These pest and disease outbreaks have led to poor crop performance, stunted growth, leaf and root damage, and in some cases, total crop failure. This situation is aggravated by unpredictable weather patterns linked to climate change, which have created conducive conditions for pest and disease proliferation.

Despite the cooperative’s awareness of the importance of integrated pest and disease management, their ability to respond effectively is severely constrained by the lack of adequate spraying equipment. Currently, a small number of shared spraying pumps are available, leading to delays in treatment application, uneven coverage, and increased vulnerability of entire fields to rapid disease spread. Insufficient spraying tools have also limited the cooperative's adoption of pesticide application as recommended by extension government institutions.

The lack of spraying pumps not only hampers immediate pest and disease control efforts but also undermines the long-term productivity and resilience of KODUMU Cooperative’s farming systems. If this challenge is not addressed promptly, the cooperative risks continued yield losses, increased food insecurity, and reduced market competitiveness, further threatening the livelihoods of its members.

Therefore, there is an urgent need to support KODUMU Cooperative with appropriate and sufficient spraying pumps. This will enable timely, effective, and safe application of pest and disease control treatments, improve crop outcomes, and enhance the resilience of the cooperative’s agricultural activities.

 3. Objectives

  • To strengthen the capacity of KODUMU Cooperative in integrated pest and disease management.
  • To provide 183 quality spraying pumps to ensure coverage across farming plots;
  • To train cooperative members on the safe and effective use of spraying equipment.
  • To reduce dependency on rented equipment and minimize yield losses.

4. Expected Outcomes

  • At least 90% of farmers in the cooperative have timely access to spraying equipment.
  • Reduced incidence of pest and disease damage by at least 50%.
  • Improved yield and quality of crops.
  • Increased cooperative self-reliance and sustainability in plant health management.
  • Improved health and safety for farmers through safe pesticides handling and usage
  • Strengthened capacity of KODUMU Cooperative to support its members

Bidders shall submit the following documents:

  1. Company registration certificate issued by RDB
  2. Valid tax clearance certificate (RRA)
  3. Valid RSSB certificate
  4. Commitment letter to deliver within five (5) working days after receiving the purchase order/contract
  5. Proof of using EBM
  6. At least two (2) certificates of good completion for supplying similar products.
  7. Bid security of 178,425 RWF

Bid submission

The bid documents shall be submitted in a sealed envelope to the DUHAMIC-ADRI Head Office located at Kicukiro /Niboyi no later than May 28, 2025, at 11:00 AM.

The bid opening is scheduled on the same day at 11:30 AM.

Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.
