  • Brief Description of DUHAMIC-ADRI 

DUHAMIC-ADRI is a Non-Governmental Organization legally recognized under Rwandan Law. The organization was founded in 1979 with the objective of assisting farmers in organizing themselves to combat constraints related to rural marginalization. Over the years, its operations have expanded from local and regional levels to the national level. The Constituent General Assembly of April 20, 1985, officially established DUHAMIC-ADRI as an NGO operating throughout Rwanda.

DUHAMIC-ADRI was legally recognized by Ministerial Order No. 943 of July 12, 1985. Its statutes were later modified and recognized by Ministerial Order No. 025/11 of March 21, 2005. The organization also fulfilled all requirements under Law No. 04/2012 of February 17, 2012, governing national non-governmental organizations and received a compliance certificate from the Rwanda Governance Board (RGB) on June 17, 2013.

Vision: A rural world responsible for its self-socio-economic development.

Mission: Supporting integrated development through rural population initiatives aimed at self-development.

Since July 2024, DUHAMIC-ADRI has partnered with the United Nations High Commissioner for Refugees (UNHCR) through a signed Partnership Framework Agreement (PFA) to implement Phase II of the Climate-Smart Agriculture and Market Development for Enhancing Livelihoods of Refugees and their Host Communities in Rwanda. 

The Climate-Smart Agriculture initiative aims to improve food security and self-reliance for 2,036 beneficiaries (732 refugee and 1,304 host community households, including 1,091 women and 945 men). By 2026, this project will benefit over 7,851 family members through climate-smart agricultural practices and a market development approach.

Specifically, the partnership focuses on contributing to achieving the following outcomes of the project: Outcome 1: Increased Agricultural Productivity and Outcome 2: Increased Household Income.

  • Context and background for this tender

The Mushishito marshland, a key agricultural zone, plays a vital role in the food security and economic stability of the Nyamagabe district for both refugees from Kigeme Camp and surrounding host-communities. The marshland is predominantly used for maize, beans and Irish potatoes cultivation, which is a staple food and a significant source of income for both refugee and host-community farmers. However, the productivity of the marshland has been declining due to the lack of adequate agricultural inputs and the growing need for sustainable farming practices.

In response to these challenges, this concept note proposes the procurement of essential agricultural inputs for the upcoming agriculture A 2026 season. The inputs include organic manure and lime. These inputs are crucial for enhancing soil fertility, increasing crop yields, and ensuring the overall sustainability of farming activities in the marshland.

  • To improve soil fertility and enhance maize production in the Mushishito marshland.
  • To provide farmers with high-quality agricultural inputs that will increase crop yields and income levels.
  • To promote sustainable farming practices using organic manure and appropriate application of chemical fertilizers and pesticides.
  • To strengthen the resilience of local farmers against climate change and other environmental challenges.
  • Justification of this tender

The procurement of agricultural inputs such as compost and lime for MUSHISHITO farmers’ cooperative members contribute to the following:

  • Increased Agricultural Productivity

The integration of compost and lime into farmers’ production systems is expected to significantly improve crop yields. Compost will provide a slow-release source of nutrients, while lime will create favourable pH conditions for root development and nutrient uptake, particularly for staple crops and high-value horticultural crops grown by cooperative members.

  • Climate-Smart Agriculture and Sustainability

The use of compost supports climate-smart agriculture by enhancing soil water retention, reducing erosion, and improving resilience to droughts and extreme rainfall events. Lime application mitigates soil degradation processes, ensuring that farming remains viable in the long term. Together, these inputs contribute to sustainable land management and reduced dependency on costly chemical fertilizers.

  • Economic Benefits for Farmers

Improved yields from compost and lime application will increase household incomes, strengthen the cooperative’s market competitiveness, and reduce the risk of food insecurity. The cooperative will also benefit from enhanced collective bargaining power when marketing surplus produces.

  • Alignment with National and Cooperative Development Goals

This intervention aligns with Rwanda’s Strategic Plan for Agriculture Transformation (PSTA 4), which emphasizes soil health improvement, climate resilience, and sustainable input use. It also supports the MUSHISHITO Farmers’ Cooperative’s mission to enhance member livelihoods through improved agricultural practices.

  • Technical specification for organic manure or compost to be supplied

The organic manure or compost shall be of good quality, ready to be used and fulfilling the following technical and quality standards:

  1. The compost must be friable (not feeling sticky) when clenched between fingers and crumbles when released; soil-like. 
  2. The compost must feel coarsely pound roasted coffee when squeezed in palms.
  3. The compost must look dark brown in colour.
  4. The compost should not have smell.
  5. The compost should not contain any non-degradable materials such as plastics; metals, clothes ….
  6. The compost must be mature and meet the following laboratory analysis standards:
  • Potassium content ≥0.6%
  • Nitrogen content ≥ 2%
  • Organic matter content ≥20%
  • Nitrogen to carbon Ratio between 10-35%.
  • Phosphorus content ≥ 0.4%
  • Moisture content between 25-45%.
  • PH: between 6-8

Notice: Before the delivery, DUHAMIC-ADRI team will verify and test the compliance with the above technical and quality standards through physical inspection and or upon delivery to verify if they conform to the requirements and poor-quality items shall be rejected and the supplier shall be requested to replace them and the failure to comply will lead to the rejection of the contractor.

 The following inspections shall be carried out:

  • Inspection at the place where the compost will be prepared before supply.
  • Inspection during delivery time.

All these inspections shall be aimed at checking the conformity with technical specifications provided in the bidding document. These inspections shall be conducted by the Project staff at the cost of the supplier.

  • Place of Delivery 

All the required inputs will be delivered to Mushishito Marshland located at Uwunkingi and Kibirizi sectors of Nyamagabe District, in the Southern Province of Rwanda.

  • Requirements for Bidders

This tender is open to seed multipliers companies, cooperatives and others specialized companies operating in Rwanda. The following documents will be verified during evaluation. 

  • Proof of having transportation means justified by yellow cards of Three (3) vehicles trucks in name of Bidder or shareholder or rental signed contract between the bidder and external transport service providers; with approved valid Goods transport authorization issued by RURA.
    • At least 3 Certificates of Good Completion with their contracts or purchase orders for supplying Organic manure and or lime of the cost equivalent to least 70% of the proposed bids in response to this DUHAMIC-ADRI tender for supplying Agri-inputs 
    • The bidder must possess their own compost. Otherwise, they shall provide, in their bidding document, a signed and notarized contract from a supplier from which they will source it, along with the available quantity and location details.
  • The bidder will present in the bids, a result certificate (of not 3 months) of the compost sample analyzed and approved by the laboratory of RAB or NAEB. This certificate must fulfill all the characteristics stated above.
    • Commitment letter confirming completion of the distribution within five (5) calendardays after contract signature/Purchase order issuance and agreeing to allow inspection of the sample before and during the distribution process. Failure to deliver within this period will result in applicable penalties.
    • Bidder must have financial means demonstrated by credit line with their contracts or updated bank statement of at least 50,000,000Rwf and enough storage.(Provide the available quantities and their location details).
  • The bidder must have sufficient store of selected agriculture input to be supplied to ensure its ability to supply a huge volume in limited time.
  • The bidder must provide the quotations and application letters accompanied by:
  • A company/cooperative registration certificate with specialization in agriculture inputs.
  • A valid tax clearance issued by Rwanda Revenue Authority (RRA).
  • A valid RSSB clearance.
  • Proof of using EBM invoices
  • Financial quotations including transport costs and all applicable taxes.
  • The bidder shall be ready for supply upon the issue of the purchase order.

  • Timeline

The delivery period is expected to take a period of not more than 5 calendar days upon signing the contract or purchase order.

  • Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.
