Through advocacy, capacity building, and social support, Afro Ark works with adolescent girls, teenage mothers, women with disabilities, and mobile women entrepreneurs. Its work focuses on transforming communities by advancing equal rights, health, and economic opportunity. Afro Ark collaborates with stakeholders across government, civil society, and international development agencies to amplify the voices of young women and support inclusive community transformation. As a partner in the YEA-R program, Afro Ark brings grassroots expertise to Pathway 3 – empowerment, voice, and agency ensuring young women and vulnerable groups actively participate in Rwanda’s agricultural transformation.
About the YEA-R Program
Afro Ark is a consortium partner in the Youth Entrepreneurship in Agriculture in Rwanda (YEA-R) Program, funded by the Mastercard Foundation and led by SNV Netherlands Development Organisation. The five-year program aims to create 40,000 dignified and fulfilling work opportunities for youth (70% women, 5% persons with disabilities) in Rwanda’s poultry and horticulture value chains. Through three interlinked pathways; skills building, market linkage, and empowerment. YEA-R equips youth with technical, entrepreneurial, and leadership skills to thrive in the agrifood sector.

This position supports Pathway 3: Empowerment, Voice & Agency, which focuses on gender equality, social inclusion (GESI), and building youth leadership and agency within the agricultural ecosystem.
Key Responsibilities
- Program Leadership & Coordination

- Provide overall leadership and coordination of Afro Ark’s YEA-R activities across assigned districts.
- Ensure program implementation is aligned with Afro Ark’s mission, donor requirements, and consortium standards.
- Supervise and mentor Project Officers and field teams.
- Represent Afro Ark in consortium, partner, and district-level coordination meetings.
- Financial Oversight & Compliance

- Prepare and monitor budgets, expenditure plans, and financial reports for YEA-R activities.
- Ensure compliance with donor and Afro Ark financial policies, including cost control, documentation, and timely reporting.
- Work closely with the Finance Officer to track spending against budgets and ensure funds are efficiently utilized.
- Identify financial risks and recommend mitigation measures.
- Monitoring, Evaluation & Reporting

- Oversee project reporting, ensuring quality, accuracy, and compliance with donor requirements.
- Support data collection, analysis, and integration of gender-disaggregated indicators.
- Document success stories, challenges, and lessons learned for donor and stakeholder reporting.
- Capacity Building & Technical Support

- Guide Project Officers and community facilitators in implementing empowerment, leadership, and GESI activities.
- Support the delivery of training for youth, women, and persons with disabilities in leadership, entrepreneurship, and advocacy.
- Promote safeguarding and gender-sensitive approaches in all interventions.
- Stakeholder & Community Engagement

- Build and maintain partnerships with district authorities, civil society, and private sector actors.
- Strengthen collaboration with youth groups, cooperatives, and SMEs.
- Act as Afro Ark’s focal point in consortium-level strategy and learning platforms.
- Master’s degree (preferred) or Bachelor’s degree in Project Management, Development Studies, Gender Studies, Agriculture, Business Administration, or related field.
- Minimum of 5 years’ progressive experience in project management, preferably in youth/women empowerment, GESI, or agricultural development programs.
- Proven experience in budgeting, financial management, and donor-funded project reporting.
- Strong skills in team leadership, coordination, and partnership management.
- Familiarity with participatory approaches such as Human-Centered Design.
- Fluency in Kinyarwanda and strong working knowledge of English (French is an added advantage).
- Willingness to travel frequently to field districts.
- Strong analytical, problem-solving, and decision-making skills.
- Ability to handle sensitive gender-related and safeguarding issues with integrity.
- Excellent communication and representation skills with donors and government stakeholders.
