1. Background
OSEPCCA-NGO is a non-governmental organization operating in Rwanda, committed to champion sustainable development in Rwanda, focusing on environmental protection, natural resource management, climate change adaptation, and mitigation by enhancing sector of forestry and Agroforestry sectors. Through innovative approaches and the promotion of climate-smart agriculture, we strive to enhance the socio-economic well-being of Rwandans.
To ensure the effective implementation of its projects and adherence to financial regulations, OSEPCCA-NGO seeks to recruit a qualified and experienced Accountant to manage its financial operations.
2. Overall Objective
The accountant will be responsible for the day-to-day financial management of OSEPCCA-NGO. The primary objective is to maintain accurate financial records, ensure timely reporting, safeguard organizational assets, and ensure full compliance with Rwandan tax laws (RRA), social security (RSSB), and donor regulations.
3. Specific Duties and Responsibilities
A. Financial Management & Record Keeping
- Maintain complete and accurate books of accounts (cash books, ledgers, journals) using QuickBooks/SAGE/Tally or manual systems if applicable.
- Record all financial transactions (cash, bank, advances) on a daily basis.
- Ensure all expenses are properly authorized, supported by receipts, and coded to the correct budget lines.
- Prepare and process monthly payroll for staff, casual on the field, ensuring accurate calculation of PAYE, RSSB, and other deductions.
B. Compliance & Reporting
- Prepare monthly, quarterly, and annual financial reports for the Executive Director and donors.
- Ensure timely remittance of statutory deductions (PAYE, RSSB) to the Rwanda Revenue Authority and Rwanda Social Security Board.
- Prepare bank reconciliations and petty cash reconciliations on a monthly basis.
- Assist in the preparation of budgets and budget tracking for ongoing projects.
C. Audit & Internal Controls
- Maintain a proper filing system for all financial documents for easy retrieval during audits.
- Support internal and external audit processes by preparing requested schedules and documents.
- Ensure compliance with the organization's finance manual and procurement policies.
Other
- Perform any other finance-related tasks as assigned by the supervisor.
4. Qualifications and Experience
- A Bachelor’s Degree in Accounting from a recognized university.
- Strong understanding of accounting principles, including reconciliations, record keeping, and financial reporting.
- Minimum of two years of proven experience in accounting, preferably within an NGO or government institutions.
- A strong ability to manage and work effectively with manpower is a valuable asset.
5. Technical Skills:
- Strong knowledge of Rwandan tax law and RSSB regulations.
- Proficiency in one of the accounting software (e.g., QuickBooks, Sage,Pastel. etc) and Microsoft Excel with a certificate
- Fluency in English and Kinyarwanda (written and spoken); knowledge of French is an asset.

- High level of integrity, honesty, and confidentiality.
- Strong attention to detail and accuracy.
- Ability to work under pressure and meet tight reporting deadlines.
- Excellent organizational and time management skills.
- Team player with good communication skills.
