National Advisor to support the implementation of the ICGLR Regional Initiative on Natural Resources (RINR) in Rwanda
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.


The GIZ GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) supports the Conference Secretariat of the International Conference on the Great Lakes Region (ICGLR) with the implementation of its “Regional Initiative against the Illegal Exploitation of Natural Resources” (RINR) through the GIZ “Support to the ICGLR” project. Furthermore, the project directly supports the implementation of the RINR in selected ICGRL Member States.
The ICGLR Member States signed the "Protocol on the Fight against the Illegal Exploitation of Natural Resources" (the Protocol, Art. 9 of the Pact), recognizing the link between the illegal exploitation of natural resources and protracted armed conflict. In 2010 the RINR was set up to implement the provisions of the Protocol. It is against this background that GIZ joined forces with the Republic of Rwanda. Besides the National ICGLR Coordination Mechanism of Rwanda, this partnership comprises the Rwanda Mines, Petroleum and Gas Board. Created in 2016, this Board serves as the primary government institution to promote good governance and economic growth through the country’s mineral wealth. The Rwanda Mines, Petroleum and Gas Board replaces the Rwanda Ministry of Environment (MINIRENA) as partner of the GIZ “Support to the ICGLR” project.


In line with the objectives of the Republic of Rwanda and the Federal Republic of Germany, the focus of this partnership is on natural resources and conflict prevention through the implementation of the RINR, in order to contribute to long lasting regional peace, sustainable development and stability in the Great Lakes Region.
GIZ Rwanda is searching candidates for the position of National Advisor. The National Advisor will be based in the Rwanda Mines, Petroleum and Gas Board for the GIZ “Support to the ICGLR” project as national staff under the supervision of the GIZ/ ICGRL Program Manager.


Responsibilities
The National Advisor’s responsibilities and tasks will mainly consist of technical and policy advice to the Rwanda Mines, Petroleum and Gas Board as well as capacity building to implement the RINR in line with regional obligations, as arising from the ICGLR Pact, Protocols and the Lusaka Declaration:

  • Direct advice to the CEO of the Rwanda Mines, Petroleum and Gas Board on strengthening the linkage and coordination between the national and regional level;
  • Direct advice to the CEO of the Rwanda Mines, Petroleum and Gas Board in implementing the RINR, especially regarding the certification process and alignment with the Organization for Economic Co-operation and Development (OECD) Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas, legal harmonization, formalization of artisanal and small-scale mining, and the development of strategies for optimizing benefits from the mining sector in Rwanda;
  • Direct policy advice on alignment of the Rwandan mining sector with the Africa Mining Vision (AMV).
    The National Advisor position comprise of the following tasks:

The National Advisor’s tasks will include:

  • Advising on the formulation and operationalization of a national RINR implementation action plan;
  • Developing a strategy on regional mineral trade with special regard to Rwanda’s role;
  • Conducting a global value chain assessment (supply chain and processing chain) of Rwanda’s minerals and its linkages with Rwandan mining sector;
  • Developing a framework to capture key statistics of the Rwandan mining sector
  • Ensuring the provision of continuous strategic, technical and policy advisory services to the CEO of the Rwanda Mines, Petroleum and Gas Board, including specific expertise on natural resources management as well as on matters related to the RINR and all of its tools;
  • Supporting the management and accounting of activities covered by this project in close cooperation with the GIZ/ICGLR project in Rwanda.
  • Performs other duties and tasks at the request of management


Required qualifications, competences and experience
Qualifications

  • Master’s degree in Natural Resource Management, Economics, Statistics, Business Administration or other comparable subject matter;


Professional experience

  • At least 10 years work experience in the mining sector in the great lakes region, preferably in Rwanda,
  • Experience in a comparable position is an asset.


Other knowledge, additional competences

  • Comprehensive experience in direct policy advice on ministerial level;
  • Comprehensive experience in providing technical analysis for decision making;
  • Excellent working knowledge of statistics;
  • Good knowledge of the issue of transfer pricing in the mining sector;
  • Work experience in value chain assessment;
  • Work experience in Due Diligence of Minerals and good knowledge of respective international and regional standards and mechanisms;
  • Proven expertise and experience in commodity supply chain and mining governance is an advantage;
  • Work experience in business audits is an asset;
  • Ability to work as part of a team;
  • Good organizational skills
