Rwanda’s civil society is highly diverse with CSOs represented in such sectors as human rights and democratic governance, social protection, HIV & AIDS, peace and reconciliation, community development among others. A CSO coordination mechanism has been established through the Rwanda Civil Society Platform (RCSP), a non-profit making Apex body that was established in 2004 with an objective to set up a platform for information sharing and consultation between CSOs and their partners. The Rwanda Civil Society Platform is composed of 9 national umbrellas of CSOs and it has a total number of almost 1448 member organizations. RCSP main objectives are as follows: (i) Promote solidarity and harmonious relations between the members of the CSOs; (ii) Analyze the major challenges faced by the Rwandan population and adopt common positions and strategies to address the challenges; (iii) Set up and maintain an information system to enable CSOs to achieve their missions, acting in close collaboration with all partners; (iv) Develop effective partnerships at national, regional and international levels; and (v) Provide strong representation and advocacy for its members. .

RCSP and its umbrella organizations have been proactively heeding the call for gender inclusive practices in its activities but often fallen short of having a coherent and standard guide upon which CSOs can benchmark gender practices. Thus, the cause for the development of CSOs Gender mainstreaming strategy which will serve as a guiding document for all CSOs to ensure the implementation, monitoring, and evaluation of the civil society organizations targets around gender equality, family promotion, prevention, and fighting gender-based violence.


Rationale for the development of the CSOs Gender mainstreaming strategy In view of the aforementioned gaps, Rwanda Civil Society Platform wishes to develop a civil society gender mainstreaming strategy to guide all CSOs members to ensure the implementation, monitoring, and evaluation of the civil society organizations targets around gender equality, family promotion, prevention, and fighting gender-based violence as well as to ensure the achievement of the Government of Rwanda gender and family promotion commitments as stated in the National Strategy for Transformation ( NST1) and other related international instruments like the Beijing platform for action focusing on the 12 critical areas that signatory countries committed to address.


Rwanda Civil Society Platform seeks to hire a consulting firm to develop a CSOs Gender mainstreaming strategy that will serve as a guiding document for all CSOs members to mainstream gender in all their programs and interventions.
Profile of the consulting firm (Team members) experience and qualifications required;
• MA degree or PhD in Gender and Development Studies, Public Policy, Human right, Social Development, Education, Conflict Resolution and Peace Studies, Family Studies;
• Working experience of at least 7 years working on gender-related assignments and developing similar policies and strategies,
• Proof of work on similar assignments.
• A very good understanding of the Rwanda Civil Society landscape and experience working with CSOs especially in the area of women empowerment and Gender promotion.
• A clear understanding of Rwanda’s legal and policy framework as regards to gender promotion credentials and the fight against different forms of gender-based violence.
• Good command of Kinyarwanda, English, and Knowledge of French is an advantage.
• Required Competencies: communication, analytical, organizing and negotiating skills; good interpersonal skills; ability to produce clear and concise reports
Duration of the Consultancy, administration, and reporting
The total duration of the assignment is 2 months, with effect from the time of signing of the contract.
RCSP will provide overall guidance to the development of the Gender mainstreaming strategy. The successful candidate will work closely and regularly with Rwanda Civil Society Platform, its members, and partners and will report to the RCSP Executive Secretary
