Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).
General information
Brief information on the project
Since December 2018, GIZ, through the regional project co-funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), has supported the efforts of the ICGLR Secretariat to consolidate the peace and stability in the Great Lakes region, by implementing the ICGLR Pact on Security, Stability and its protocols.
Context
In order to give an institutional support to the ICGLR Secretariat GIZ will support the ICGLR Secretariat also in various fields concerning their digital tools, e.g. the modernisation of their accounting software or the revision of their current website. For these technical tasks GIZ is lacking the technical knowledge in its project to efficiently support these processes from start to end. This involves the establishment of ToRs, the support of the partner during implementation as well as a final quality control. Therefore GIZ needs a technical backstopper to be able to successfully implement these contracts.
Furthermore the GIZ project has recognized that there is potential for the optimisation of its own digital tools especially in the field of financial as well as contractual monitoring of the project. This includes expense and cost monitoring tools as well as tools for contract monitoring or the operational planning and a possible linkage between all these tools.
The tasks of a technical backstopper for IT related questions, especially software development, and the optimisation of digital tools in the project shall be combined in one consultancy contract.
GIZ shall hire the contractor for the anticipated contract term, from 15.03.2022 to 30.06.2022
The contractor shall provide the following work/service:
• Support in the establishment of ToRs related to software and website development: technical comments on the ToRs and discussions with the ICGLR on these comments, help with the technical wording of the ToRs
• Analysis of the current contract monitoring tool and concrete suggestions for further automization and optimization.
• Optimization/Additional features for the cost monitoring tool (Restmittel-Tool)
• Analysis of the possibilities to link the tools (maybe also to the operational planning)
• Implementation of the suggestions after consultation with the head of project (suggestions that are possible to implement on a project level)
• Preparation of a presentation including the possibilities for optimization and concrete examples of the implementation and their advantages for GIZ Rwanda
The consultant should furthermore provide expert input and be able to backstop in case of irregularities on the work done by an external consultant team regarding the development of the new ICGLR website. Particularly s/he will
• Provide expert feedback according to general website development quality standards
• Provide expert feedback according to general website development quality standards on the provided Wordpress modules along with software drivers and other system files needed for installation and execution of the website. The backstopper establishes a document including the specific quality standards as basis for the feedback.
• Provide expert feedback according to general software development quality standards on the detailed operations/user manual which will facilitate the users in using the software/system package successfully.
• Provide expert feedback according to general software architecture quality standards on the detailed technical manual incorporating the system design and other technical features incorporated in the software package. The technical manual will include the design of the databases, design of entire system, library configurations, installation/deployment, integration, backup, system configuration and administration.
• Accompany the developer through the project of the website design and development. Work as a interface between software developer, GIZ and ICGLR
GIZ will be responsible for the coordination and communication with the website development contractor as well as with the implementing partner ICGLR. The backstopper will provide technical feedback as defined above to the GIZ contract manager which will then take decisions and action for the project implementation.
The consultant should furthermore provide expert input and be able to backstop in case of irregularities on the work done by an external consultant team regarding the installation of Microsoft 365. Particularly s/he will
• Provide expert feedback according to the concepts and results of the supplier e.g. security specification, installation and deployment process.
• Provide expert feedback according to general software architecture quality standards on the detailed technical manual incorporating the system design and other technical features incorporated in the software package. The technical manual will include the design of the databases, design of entire system, library configurations, installation/deployment, integration, backup, system configuration and administration.
• Accompany the supplier in the transition project of Microsoft 365.
• Provide expert feedback on technical parts of the training concept.
GIZ will be responsible for the coordination and communication with the supplier of Microsoft 365 as well as with the implementing partner ICGLR. The backstopper will provide technical feedback as defined above to the GIZ contract manager which will then take decisions and action for the project implementation.

Education: university qualification in IT or engineering
Professional experience: 3 years’ experience in the automization of Excel reports and software development architecture
2. 1.1.2 Language skills: business fluency in English and good knowledge of German.
Submission of the EoI
EoI will be evaluated based on the following criteria:
• Individual profile,
• Relevant experience,
• Your strategies to assure agility, flexibility and responsiveness,
• Personnel offer
• Financial offer.
The EoI should contain the following:
For Technical Proposal:
• A Cover letter expressing interest in this assignment.
• The structure of the proposal must correspond to the structure of the EoI. In particular, the detailed structure of the concept.
• The complete technical proposal shall not exceed 10 pages (excluding CVs). If the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment
• It should be formatted; font type ARIAL, fond size 11, the offer should be drawn up in English language.
• The CVs shall not exceed 4 pages.
• Company or business registration certificate
• References and recommendations of similar works executed by the company in Rwanda or elsewhere outside of Rwanda.
• VAT registration certificate if available
• Latest tax clearance certificate
For the Financial Proposal:
The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwandan Francs and VAT excluded.
