Director of Finance & Logistics Unit at Neuro Psychiatric Teaching Hospital Caraes Ndera (NDERA HOSPITAL)
Job Responsibilities:
1. Financial Compliance & Reporting
- Ensure compliance with financial regulations, policies, and donor agreements (e.g., Block Funding, Contribution Agreements).
- Maintain accurate accounting records and implement internal controls.
- Prepare and monitor financial statements in accordance with GAAP and IPSAS.
- Respond to audit findings and implement corrective actions.
- Manage cash flow, bank reconciliations, and payment approvals.
- Oversee accounts payable, receivable, credit control, and petty cash.
2. Budgeting & Financial Planning
- Lead budget preparation, execution, and reporting for the hospital.
- Collaborate with project managers to develop funding proposals.
- Monitor spending, evaluate revenue/expense performance, and recommend adjustments.
- Prepare cash flow forecasts and manage financial risks.
- Develop and implement debt recovery plans.
3. Asset & Procurement Management
- Maintain and update the fixed asset register.
- Oversee procurement, logistics, and supplier contracts.
- Ensure compliance with import/export regulations for medical equipment.
- Supervise fleet and transportation management.
- Prepare business plans for asset lifecycle management.
4. Leadership & Supervision
- Provide financial leadership and mentorship to the finance team.
- Liaise with auditors, funders, and government agencies.
- Implement digital financial systems to improve efficiency.
- Ensure timely monthly/quarterly/annual reporting.
5. Quality Assurance & Compliance
- Conduct staff training on financial policies and quality management.
- Ensure adherence to healthcare accreditation standards.
- Monitor compliance with Rwanda’s Public Finance Management (PFM) laws.
Qualifications & Experience:
Education & Certifications:
- Bachelor’s Degree in Accounting, Finance, or related field with:
- CPA/CPFA/CPFM (Intermediate Level) or ACCA Foundation Level (Completed Applied Skills Papers) + 3 years of experience.
- Master’s Degree in Accounting/Finance with CPA/ACCA + 1 year of experience.
- Bachelor’s in any field + API/PFM Certificate + 3 years of experience.
- Post Graduate Degree in PFM + 2 years of experience.
Required Certifications:
- Certified Public Finance Management Accountant (CPFMA)
- CPA (Intermediate Level), CIA, CPFA, or ACCA Part 1
- Local Government PFM Induction Training
Required Competencies & Skills:
Technical Skills:
- Expertise in Rwanda’s PFM laws, IPSAS, IFRS, and GFS.
- Proficiency in financial software and digital tools.
- Strong financial analysis, risk management, and auditing skills.
