Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

Background

GIZ Rwanda, through its Decentralisation and Good Governance Programme (DGG), supported the development of a digitital application, called Imihigo Watch. Imihigo Watch combines two of Rwanda’s prominent approaches: Home Grown Solutions and Digitalization. It provides information on public policies to citizens and hence serves as a tool for information and transparency. It has the potential to foster dialogue between citizens and local authorities about public policies and enhance accountability. Imihigo Watch is working on three platforms: PC/Web, Smartphone (Android and iOS App) and USSD. The project implementation has two main phases. The first phase, which ended in December 2021, is known as the pilot phase during which the Imihigo Watch was officially launched in 6 districts of Rwanda, namely: Gatsibo, Ngoma, Nyamasheke, Nyamagabe, Nyaruguru and Rusizi. In order to assess the success of the pilot phase and inform future programmatic planning for Imihigo Watch, it is crucial to carry out the present assessment of results yielded to date from the application.

Objectives Of The Assignment

The overall objective of the assignment is to assess the likely impact of Imihigo Watch in the mentioned districts which were part of the pilot phase of the solution. This study shall especially assess to what extent citizens and officials in the respective districts are using Imihigo Watch and how it can be further improved.

Specific objectives are:

To assess long term sustainability of the application; 

To assess to what extent citizens are using Imihigo Watch;

To assess the degree to which district officials have engaged with and used the tool;

To document suggestions for improvements to the application to ensure it is an effective citizen participation tool;

To assess any existing emerging findings on the usefulness of Imihigo Watch to improve transparency and foster dialogue between citizens;

To offer recommendations for a possible upscaling of Imihigo Watch taking into account the willingness of users to engage with it and its likely potential impact as well as limitations.

Scope Of Work

The consultant shall go to the 6 mentioned districts to carry out qualitative and quantitative data collection. The evaluation will be carried out in Kinyarwanda to facilitate the target group to provide their feedback but will be translated in English for GIZ. The methodology used is at the discretion of the consultant. However, detailed comprehensive information of minimum 2 citizens and 2 district officials per district are expected.

Expected Deliverables

Inception report detailing the methodology that will be used

Draft reports on preliminary findings

Final report (to be approved by GIZ) should include at least:

An executive summary of the rationale for the assessment, the approach and methodology applied, the main results using the qualitative and quantitative data collected

An assessment of the impacts and recommendations to further improve Imihigo Watch (whether on the technical or the conceptual aspect of the solution).

A debrief on the main findings to the partners (virtual max half day)

Reporting Requirement

The consultant will work in close collaboration with a technical team composed of delegated persons from GIZ and will be under the direct supervision of a person from GIZ. It is expected that the consultant reports on a weekly basis verbally to the technical team of GIZ and that he/she is in close contact with his direct supervisor from GIZ daily.

PROFILE OF THE Consultant

At least Master’s degree in Social Sciences, Public Policy, Political Science, governance studies, Public Administration, Public management, Human Resources, Education, Business Administration, Law and Development Studies or in any other area relevant to the assignment. Proof of qualifications are recommended.

Required Skills And Experience

The consultant must fulfil the following skills:

Strong monitoring, evaluation and analytical skills, with at least 5 years proven experience doing similar work, preferably working with local governments;

Proven experience in research (quantitative and qualitative methods);

Proven experience in preparing, conducting and analysing surveys and interviews;

Be fluent in English and Kinyarwanda;

Good knowledge of rural Rwanda is an advantage.

Familiarity with the Imihigo process in Rwanda

The EoI should contain the following:

For Technical Proposal:

A Cover letter expressing interest in this assignment;

Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment. It should be formatted, font type ARIAL, fond size 11, and should be clearly formulated. The offer should be drawn up in English language.

A CV indicating educational background / professional qualifications with proof, all relevant experience with proof, as well as your contact details (email and telephone number);

Business /company registration certificate

Tax clearance certificate

A portfolio of proven previous work with similar functionalities or a certificate of completion.

For the Financial Proposal:

The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwandan Francs and VAT excluded.
