Background

The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUTERIMBERE ONG, DUHAMIC-ADRI as well as the National Union of Disabilities Organisation in Rwanda (NUDOR).

As part of on-going efforts to improve environmental sustainability and enhance the well-being of households—particularly women DUTERIMBERE ONG in partnership with Trocaire Rwanda is seeking qualified service providers to design and implement a public awareness campaign. The campaign will highlight the importance of using improved cook stoves and how their use reduces barriers hindering women's participation in community activities.

This initiative is focused on Mutuntu, Gitesi, and Murambi Sectors in Karongi District.

Objective

The main objective of the assignment is to sensitize community members on:

  • The health, economic, and environmental benefits of using improved cook stoves.
  • The link between traditional cooking methods and the time, health risks, and burden placed on women and girls.
  • How improved cook stoves can free up time and improve health, enabling women’s increased participation in social, economic, and community activities.

Scope of Work

The selected service provider will be responsible for:

Designing and delivering a public awareness campaign using:

  • IVR (Interactive Voice Response) bulk messaging for 7000 communities
  • SMS bulk messaging for 7000 communities
  • Developing appropriate content in Kinyarwanda, tailored to the local context and addressing both genders but with a strong focus on women's empowerment.
  • Ensuring message clarity, relevance, and cultural sensitivity.
  • Coordinating with local authorities and community leaders for endorsement and support.

Delivering measurable reach and engagement metrics, including:

  • Number of SMS and IVR messages delivered
  • Estimated audience reached
  • Summary of key feedback or engagement where applicable

Deliverables

  • Detailed communication strategy and implementation plan.
  • Approved message content (in Kinyarwanda).
  • Deployment of IVR and SMS messages across the three sectors.

Final report including:

  • Summary of activities
  • Reach and engagement metrics
  • Recommendations for future campaigns

Eligibility Criteria

Interested bidders must:

  • Be legally registered and authorized to operate in Rwanda.
  • Demonstrate experience in bulk messaging campaigns (IVR and SMS).
  • Provide references for similar work conducted in rural communities.
  • Have the technical capacity and platform to handle bulk messaging in local languages.

Interested companies should submit:

  • Company profile and registration documents
  • Technical proposal (including methodology and timeline)
  • Financial proposal (detailed budget breakdown)
  • At least two references from past clients for similar work
  • Example of similar messaging content previously developed

Proposals will be evaluated based on:

  • Technical approach and understanding of the assignment (30%)
  • Relevant experience and capacity (30%)
  • Cost-effectiveness (15%)
  • Proposed timeline and deliverables (25%)
