BIDDING DOCUMENT FOR THE TENDER OF HIRING A CONSULTANCY FIRM TO DEVELOP FIVE-YEAR STRATEGIC PLAN FOR NGALI HOLDINGS

1. Ngali Holdings Ltd is pleased to request the eligible consultants to submit their both technical and financial proposal for the aforementioned service, as per attached Terms of Reference (TOR);

Qualifications requirements; As per below Lists 

1. Deliverables

• Inception report: outlining the consultant's understanding of the project scope, methodology, and timeline.
• Interim progress reports: highlighting key findings, insights, and emerging recommendations.
• Five-Year Strategic plan draft version(s): for review and feedback.
• Five-Year Strategic plan final version: including all necessary components and supporting materials.
• Presentation(s): materials for communicating the Strategic Plan to relevant stakeholders, at different levels of the strategic plan development process.

2. Required Qualifications and Experience

The prospective consultancy firm for this assignment should possess the following qualifications and experience:

• Demonstrable expertise in strategic planning and management, within the business industry and sectors relevant to NHL and its subsidiary companies.
• Proven track record of facilitating strategic planning processes for organizations of similar structure, size and complexity as NHL and its subsidiary companies.
• Prior experience related to Business development and investment would be an asset. 
• Excellent research, analytical and communication skills, both oral and written; with proven analytical skills.
• Excellent organizational and communication skills, ability to prioritize and work with minimum supervision.
• Possess knowledge in the general social, economic and political environment that influences Investment and business opportunities in Rwanda.
• Understanding of participatory approaches to management and operations. 

3. Evaluation Criteria

The eligible consultancy firm’s proposals shall be evaluated based the following criteria:

• The proposal’s fulfillment of these Terms of Reference.
• The Consultant’s proposed approach and methodology to implementing the assignment.
• The Consultant’s experience and qualifications relevant to the assignment.
• The Consultant’s financial proposal. 

4. Timeline

The Consultant is expected to complete this project within a period of two months, from the time of contract signing. 

5. Proposal Components

Interested consultancy firms are invited to submit their proposals, which shall include the following:

A. Technical Proposal comprising of the following:

• Detailed project approach and methodology.
• Proposed timeline and work plan.
• Relevant work experience and qualifications of the firm and key personnel proposed to work on this project. 

B. Financial Proposal in Rwandan Francs with all taxes inclusive. The proposal should provide a breakdown of all costs associated with the project and proposed payment terms.
