JOB DETAILS:

The Cooperative Development Program Manager will serve as Land O'Lakes International Development’s technical and cooperative development expert based in Kigali, Rwanda. The primary role is to provide technical leadership (60%) and program management (40%) for a proposed USAID funded Cooperative Development Program operating in Rwanda focusing on strengthening cooperative apex and primary bodies. The individual will have a role in contributing to the program objectives by working directly with apex bodies, key stakeholders and primary cooperatives, building relationships with cooperatives and stakeholders, and managing parts of the program. He/she will manage a team based in Rwanda and liaise with other individuals on the project team, specifically the Chief of Party and Deputy Chief of Party based in the US. The individual also provides expertise on areas of cooperative financial management, business management, business plan development, producer group accounting and operations, governance, financial models and linkages/access to financial institutions and services. Program management duties such as report writing, event planning, procurement of services, and management of consultants is required.


Responsibilities include:

  • Lead implementation of the Cooperative Development Program (CDP) activities in Rwanda.
  • Lead the Rwandan based CDP team. Including directly supervising staff.
  • Liaise and visit regularly with program partners, including cooperatives, government ministries and agencies and private businesses.
  • Serve as a thought leader to the cooperative movement in Rwanda.
  • Manage various parts of the program (e.g., create Rwanda work plan. oversee budget; track program activities and deliverables; produce donor reports; assist in coordinating M&E activities) as directed by the Deputy Chief of Party and Chief of Party.
  • Support development scopes of work for short-term technical assistance (STTA)/consultants and contractors. Monitor their performance, review their deliverables for quality and completeness and ensure proper invoicing.
  • Provide leadership to ensure exchange visits and learning events associated with the program are organized timely and efficiently.
  • Oversee grants issued to Rwandan entities. Including mentoring apex organizations in the above tasks as part of their subaward activities and deliverables.
  • Manage Rwandan contractors.
  • Ensure the project is compliant with Land O’Lakes and USAID rules and regulations (e.g., maintaining proper records and files, following procurement standards, etc.).
  • Keep information and documents up to date on the project SharePoint site.
  • Other duties as to be assigned to support the projects and/or the work of Land O’Lakes in Rwanda.

Required qualifications:

  • Bachelor's degree in business or in a related field, master’s degree preferred.
  • 10 years of professional experience, a minimum of two years working with USAID-funded programs.
  • Experience working with and building capacity of cooperative businesses and enterprise development.
  • Experience with agricultural value chains and enterprise development.
  • Experience managing a team.
  • Strong track record of being flexible and adaptable to program changes and needs.
  • Ability to liaise with remote Chief of Party on program management and technical activities.
  • Available to work evening and weekend hours when necessary to accomplish work successfully.
  • Proven ability to work on cross-cultural teams across different global locations.
  • Excellent English and Kinyarwanda language skills.
