1. Background
The immunization data is generated by different sources including administrative and surveys. The administrative data is collected routinely while surveys are periodically conducted (usually every five years) to evaluate the coverage. The administrative data is essentially used to monitor the progress of the immunization performance indicators for short and medium term. In the context of immunization coverage, two main surveys are conducted every five years including Demographic Health Survey and National Immunization Coverage Survey (NICS). As the program uses different data sources, triangulation is an effective tool for reviewing and corroborating findings in the surveys, administration data, as well as different assessments, appraisals, that are an essential part of effective monitoring and evaluation of the immunization program. This ability to compare different data sources is a very effective way to find inconsistencies in data and opportunities for further improvement.
2. Justification
Data triangulation is an exercise that aims to compare findings from different sources that have used different methods for data collection. This can reinforce the validity and credibility of findings from a situation or a phenomenon under investigation. Triangulation is an effective way to find inconsistencies in data and opportunities for further investigation and data quality improvement and plays an important role in monitoring and evaluation of health program.
In the context of immunization, data triangulation will help to find meaningful information in seemingly unrelated data sources, that will provide useful insights for strategic decision-making, support timely recommendations for action as well as programme planning, monitoring, and evaluation.
3. Purpose of the consultancy
The purpose of this assignment is to perform the triangulation of data from different sources including coverage surveys, and routinely collected data to appraise the quality of findings, unable the identification of data discrepancies, and propose solutions for the data quality improvements
4. Organizational context
Under overall supervision of the WHO Representative for Rwanda, and the direct supervision of the WHO EPI focal point in collaboration with the director of Vaccine Preventable Diseases Program (VPDP)/Maternal Child and Community Health (MCCH) Division in the Rwanda Biomedical Center, the consultant will design and implement the study, and support to draft the sustainability plan.
5. Work assignment
The consultant will be responsible for all the process from the design to the production of study report and sustainability plan. The consultant will be requested to conduct the following activities:
1. Identify and collect the data from different sources including administrative data, surveys, and any other type of data relevant to this assignment
2. Perform data analysis and perform data triangulation by comparing key findings from different data sources
3. Identify data gaps, data discrepancies, data inconsistencies and their potential causes and limitations
4. Propose sounding recommendations for the improvement of routine immunization data collections strategies and data management
5. Organize and facilitate findings validation meeting and develop the final report
6. Deliverables and duration
The consultant is requested to deliver the following:
1. Submission of inception report which include the methodology and timelines for the implementation of the assignment
2. Development of the preliminary report and findings review meeting organized
3. Data triangulation report validated and submitted
The above-mentioned deliverables shall be produced over one month

6. Qualifications of the consultant
• Education
Master’s degree in Biostatistics, Public Health, Epidemiology or another related field
• Experience
Sounding experience in analysing data, conducting data validation and data quality review (DQR)
1. Good knowledge of immunization surveys and administrative data collection software
2. Skills
• Good communication and writing skills
• Teamwork
7. How to apply
