Overview:
Health Development Initiative (HDI) is an independent, non-profit organization based in Kigali and registered with the Rwandan government. HDI strives to improve the quality and accessibility of healthcare for all Rwandans.

Overall Objective Of The Consultancy
The main objective of this consultancy is to improve Access to SRH services and information for persons with disability by training healthcare providers on basic sign language.

Specific Objectives
• Strengthen sexual and reproductive health (SRH) in service delivery for people with disability.
• Professional development opportunity for healthcare providers which will help them to develop new skills, enhance their resumes, and improve their job prospects.
• Improved client satisfaction while contributing to usability and accessibility of services for all.

Key Tasks

The scope of the consultancy service shall include:
• Teaching basic sign language: The primary responsibility of the trainer is to teach basic sign language to the learners. This includes not only teaching the signs themselves but also helping the learners to understand the grammar and syntax of sign language.
• Developing lesson plans: The trainer should be able to develop lesson plans that are engaging and effective. These lesson plans should be tailored to the needs of the learners and should be designed to help them achieve their learning objectives.
• Assessing learners: The trainer should be able to assess the progress of the learners and provide feedback on their strengths and areas for improvement. This could involve administering tests or other assessment tools to evaluate the learners' understanding of the language.
• Providing support: The trainer should be available to provide support to the learners throughout their learning journey. This could involve answering questions, providing additional resources, or offering one-on-one coaching.
• Maintaining records: The trainer should keep accurate records of the learners' progress, attendance and assessment results. This information can be used to identify areas where learners may need additional support or to evaluate the effectiveness of the training program.
• Reporting: The consultant should report to the supervisor or manager on the progress of the learners and the effectiveness of the training program. They should also raise any concerns or issues that may arise during the course of the work

Supervision, Reporting, and Deliverables
• The consultant will be directly supervised by and will report to the Senior program officer in charge of Gender and Inclusion at HDI Rwanda.
The following deliverables are expected from the consultant:
• Training materials: The consultant should develop training materials, such as lesson plans, handouts, and presentations, that can be used to teach sign language to the learners. These materials should be clear, concise, and effective in conveying the key concepts and skills of sign language.
• Assessments: The consultant should develop assessment tools, such as tests or quizzes, to evaluate the learners' understanding and proficiency in sign language. These assessments should be designed to align with the learning objectives of the training program.
• Feedback reports: The consultant should provide feedback reports to the learners, detailing their progress and areas for improvement. These reports should be constructive, specific, and actionable.
• Training evaluation report: The consultant should provide an evaluation report at the end of the training program. This report should summarize the effectiveness of the training program, highlight the strengths and weaknesses, and provide recommendations for improvement.
Duration of the task:
This short-term consultancy work will commence upon contract signing and end upon submission of required deliverables.

Qualifications and experience:
Sign language requires high technical/professional expertise and proven experience. Therefore, the consultant interested in this assignment is required to have the following qualifications:
• Fluency in sign language: The consultant should have a high level of fluency in sign language, including knowledge of the language's grammar, syntax, and vocabulary. They should be able to communicate effectively with individuals who are deaf or hard of hearing using sign language.
• Teaching experience: The consultant should have experience teaching sign language to learners of different levels, backgrounds, and ages. They should be able to develop effective lesson plans and adapt their teaching methods to meet the needs of different learners.
• Relevant qualifications: The consultant should have relevant qualifications in sign language, education, or a related field. This could include a degree in deaf studies, sign language interpretation, or education, as well as certification from a recognized sign language training program.
• Excellent communication skills: The consultant should have excellent communication skills, both verbal and nonverbal. They should be able to communicate complex concepts and ideas clearly and effectively to learners.
• Having previous experience working with health facilities and district hospitals will be an added advantage.
