THE OPPORTUNITY
Reporting to the Head of Impact; the Head of Impact Analytics and Measurement will build out, lead, and manage the Impact Analytics and Measurement Team to ensure that Impact continues to guide and deepen the ongoing outcome, impact, and systems measurement and reporting work of the Foundation The role is a matrixed function that guides and supports operational impact teams across all relevant geographies, to ensure that the Impact work conducted in Countries and at Regional level is analytically strong and reflective of the lenses of importance to the Mission of the Foundation including the 6 conditions of systems change, equity, transformation, sustainability, resilience, SROI and ROI.

The successful candidate will be based in Kigali or Nairobi, with travel expected across Africa, Canada, and other international locations to further the work of the Foundation.

WAYS YOU CAN CONTRIBUTE
• Continue to build out a talented and experienced team of measurement and analytics specialists to provide ongoing support to the implementation of the Impact Strategy.
• Manage the team to ensure that Impact continues to deepen the ongoing outcome, impact and systems measurement work of the Foundation, with particular reference to the deepening the use of theory-based yet practical approaches to measuring systems change and transformation (i.e. the 6 conditions of systems change as set out in the Shared Measures released in 2021).
• Lead, manage and oversee new work to develop compelling, theory based yet practical approaches to measure and analyze equity, structural inequality, resilience, sustainability, market transformation, ROI and SROI, system transformation and other lenses of importance to the Mission of the Foundation.
• Integrate this work with the new approaches to Indigenous Evaluation and Young Evaluators emerging from the Evidence and Insights Team and Impact Labs.
• Summarize important theory-based concepts of equity, resilience, sustainability, SROI and other analytical lenses important for the work of Impact and the Foundation.
• Build understanding of the implications of these concepts for Impact and for the Foundation.
• Collaboratively with Impact and Program teams develop practical applications of these concepts and lenses to the monitoring, evaluation and reporting work of the Impact Team.
• Support the deepening of the use of these concept and analytics in the work of Impact and the Foundation.
• Work collaboratively with the:
• Africa Regional Impact and Program Heads and their respective Country Impact Leads and the Canada Impact staff (when hired) to ensure that the Impact work conducted in Countries and at Regional level is analytically strong and reflective of the measures and lenses of importance to the Mission of the Foundation.
• Evidence and Insights Outcomes Evaluation Lead to ensure that Evaluations reflect strong analytical framing in TORs, strong expertise of the evaluation teams hired, and in the products they produce.
• Lead, Innovation and Impact Labs to ensure that the innovation work with young people reflects specific analytical lenses of importance to the Foundation.
• Head of Reporting to ensure that Reporting reflects the specific analytical lenses of importance to the Foundation.
• Provide strategic management support to the Head of Impact on Measurement and Analytics and participate as a member of the Core Impact Management Team.
• Work with the Head of the Impact Labs, Indigenous Evaluation, and Young Evaluators to see how best to reflect concepts of equity, inclusions, resilience and sustainability from their perspectives. This includes advancing new approaches to elevate the voices of young people and African stakeholders in evaluations and to co-create a new approach to evaluation that respects the indigenous perspectives as well as protecting the rights of the marginalized.
• Work collaboratively with Strategy and Planning to ensure that concepts of equity, resilience, etc. are built into the planning and strategy work of the Foundation as well as Impact.
• Work collaboratively with Research and Knowledge Management to build synergies between work programs on key conceptual and analytical lenses such as equity, structural inequality, disability, etc.
• Engage, advise, and present to the senior leadership of the Foundation as required.
• Represent Impact Analytics and Measurement internally in the Foundation, and externally at forums and specialized events on measurement of systems, equity, inclusion, resilience, etc.
• Build a network of resource people and peers in measurement and analytics who reflect the Foundation's values and interest in elevating agency and views of young people.

WHO YOU ARE
• Advanced University degree in International Development, Economics, Behavioral Science, Social or Political Science, Public Policy, Business Management, or another relevant field is desired.
• Membership in professional associations including evaluation associations, and related socio-economic fields including in emerging African and Indigenous Evaluation networks; and/or professional certificate in evaluation is highly desired.
• Minimum 10 years of relevant professional experience with majority of career focused on monitoring, evaluation in diverse development contexts, including public, private and not-for-profit organizations.
• Minimum 5 years’ experience in managing and/or conducting country strategy and program evaluations in diverse development and or private sector managed initiatives.
• Strong theory-based analytics and measurement training and experience in areas such as equity, structural inequality, resilience, market value creation, sustainability.
• Experience with programmatic and participatory impact assessment both in the field and in a managerial position overseeing several staff and evaluation specialists.
• Substantial experience in evaluation methods and practice including experience or interest in advancing indigenous approaches to evaluation along with experience with new ways of approaching evaluation.
• Extensive experience using participatory techniques for facilitating inclusive evaluations, evidence, and insights.
• Strong leadership experience attracting, on-boarding, and developing diverse team in multiple locations.
• Understanding of systems thinking and experience in providing guidance for developing Theory of Change for knowledge uptake and policy influence. Experience in participatory approaches and demonstrated commitment to gender inclusion and youth engagement.
• Experience in youth-targeted development investments, including the private sector.
• Professional experience in multiple countries in Africa.
• Experience presenting Evaluation, Evidence and Insights to high-level Boards, Governments, and other relevant stakeholders to promote evidence and insights utilization.
• Experience leading and managing evaluation team(s) and/or supervised professional staff.
• Social impact measurement background with demonstrated technical expertise in both quantitative and qualitative research methods and tools.
• Strong networks and work with youth groups, including youth in vulnerable circumstances.
• Exceptional understanding of data systems and insights for triangulating evidence for Impact measurement and decision-making.
• Strong understanding and commitment to the use of indigenous knowledge and techniques of enquiry to enrich evidence with communities and citizens.
• Support for evaluation and evidence fields of practice that encourage thought leadership in the use of mixed methods, and the harvesting of outcome and impact narratives that are qualitative as well as quantitative.
• Familiarity with policy and practice debates on evidence and insights, particularly arising from evaluation.
• Excellent research and analytical as well as writing and communication skills.
• Strong training, skills and competencies in economics, and in the handling and management of big data, as well as tech-enabled data collection and analysis.
• Demonstrated ability to communicate knowledge and skills effectively, design and conduct training, especially for young evaluators, and ability to conduct remote coaching.
• Innovative and entrepreneurial mindset. Comfortable and highly effective when facing with ambiguity and/or complexity. Ability to think /broadly, formulate and develop new or creative approaches.
• Strong problem-solving skills combined with a track record of pivoting in response to opportunities and challenges.
