The chance for Childhood is an award-winning charity working in Africa to support the most vulnerable children, such as street children, disabled children, children affected by conflict and kids behind bars. Our vision is of a world where no child is forgotten!
We work with and strengthen the capacity of African visionary community leaders to implement effective, locally-relevant projects. This enables us to focus on ‘hard to reach’ children, both in terms of their complex needs (e.g. street children with learning difficulties) and location (e.g. urban violent slums or remote rural areas).
Together we make ideas and impact both sustainable and scalable to protect, educate and empower even more of the world’s most disadvantaged children.
In 2017 Chance for Childhood successfully registered as an INGO in Kigali, Rwanda, setting up a regional office to initiate our direct delivery, strengthen our partnership management, advocacy activities and regional fundraising.
Purpose:
The Inclusion & Disability Advisor’s role is to provide advisory services and technical inputs pertaining to inclusion and disability to enhance Chance for Childhood’s inclusive early childhood development programming and advocacy work Rwanda. .

Main Responsibilities:
• Technical Delivery
• Conduct desk-based research into best practices and on the latest inclusion techniques in order to develop training materials concerning inclusive Early Childhood Development services and disability for frontline workers, partners, and community members
• Develop and provide input into national-level policies and documents to help mainstream inclusion and promote the rights of children with disabilities
• Advise on best practices in supporting children with specific types of disabilities, including communication disabilities
• Develop appropriate training materials and provide a capacity-building or ‘training of the trainers’ training to Chance for Childhood partners’ staff, government staff and frontline workers when required
• Monitoring, Evaluation, and Learning
• Conduct quality control checks following training sessions to capture the impact of training
• Input in the design of project monitoring tools
• Support mid-line report writing for 2-year inclusive Early Childhood Development (iECD) program and lead on analyzing data for, and writing of, end line report
• Work closely with iECD Project Manager to measure and communicate the impact of ECD project on a quarterly basis to the Country Representative
• Prepare periodic reports for both internal and external stakeholders
• Attend monthly Chance for Childhood iECD project review meetings and bi-annual project review meetings
• Represent Chance for Childhood at external technical working groups and meetings concerning inclusion, ECD, and/or disability
• Programme Development
• Establish effective working relationships with relevant ministries and other stakeholders
• Provide technical inputs to the design of disability and inclusion focussed programs to ensure the consideration of inclusion and best practices
• Provide input from an inclusivity lens to new program designs
• Represent Chance for Childhood by attending sector and national level technical working group meetings concerning education, protection, and justice to promote inclusion and disability rights
• Capacity Building
• Provision of sound advice to Chance for Childhood’s CEOs and Child Protection Officers on ways to strengthen Chance for Childhood’s organization Child Protection Policy and Procedures to make them more inclusive

Job Qualifications:
• Holder of a relevant degree such as social inclusion, disability rights, or special needs education
• At least 3 years of working experience in Disability and/or Inclusion field, preferably concerning children in low- to middle-income countries
• Experience in delivering inclusion, inclusive education and disability training to community members, teachers, frontline workers, and government staff
• Can demonstrate track record on the impact of her/his training
• Experience of managing and analyzing qualitative and quantitative data
• Experience of working with monitoring and evaluation tools and processes
• Excellent knowledge and understanding of both international and Rwandan inclusion, ECD, and education policies and strategic plans
• Excellent knowledge on best inclusion practices for children with different kinds of disabilities and within different contexts
• Excellent knowledge of the Rights of Persons with Disabilities and the barriers to achieving inclusive education
• Familiar with the commitments made by the Government of Rwanda at the Global Disability Summit in July 2018
• Excellent communication skills
• Ability to create and maintain strong relationships with key partners and stakeholders
• Proficient in using Microsoft office suite programs
• Fluent in English Desired
• Experience working in a child rights organization
• Knowledge in communication disabilities
• Experience in disability rights advocacy
• Experience working with UN agencies
• Experience inputting into national strategies and policies
• Fluent in Kinyarwanda and French
