1. PROJECT OVERVIEW
In October 2019, the United States Agency for International Development (USAID) awarded to a consortium led by Land O’Lakes Venture 37 a five-year Feed the Future Orora Wihaze (translated in English as “Raise Animal for Self-Sufficiency”) Activity to sustainably increase the availability of, access to, and consumption of Animal Sourced Foods (ASF) in Rwanda through the development of an inclusive profitable market. Utilizing a market systems approach, this project will develop partnerships with ASF actors within the market system to pilot and scale innovations that address the constraints in Rwanda’s market for animal sourced foods. Orora Wihaze will adaptively prioritize, and address interventions based on greatest opportunity for market impact.

2. MISSION OF LAND O’ LAKES V37
Land O’Lakes Venture 37 seeks to partner with all agricultural players to drive market development, reduce investment barriers and strengthen farmer-to-fork agricultural systems. An additional goal of Land O’Lakes Venture 37 is to facilitate innovative, customized solutions using agronomic knowledge, local insights, robust data, and innovative technology. In Rwanda and through the Orora Wihaze project focusing on production and consumption of animal sourced foods, V37 will work to connect entrepreneurs and businesses to the resources they need to create transformational products and services that fuel long-term growth and profitability.

3. BACKGROUND TO THIS CALL FOR APPLICATIONS
Pig farming is widely practiced in different parts of Rwanda under different production systems (intensive, semi-intensive and extensive). While the national pig herd was estimated at 1.8 million in 2017 (Livestock Master Plan of 2017), the number of pigs transferred to poor-resource households has undoubtedly increased over the last five years as a result of GoR’s efforts to improve rural households’ livelihoods, especially to increase farm income, resilience, and enhanced nutritional status of farming families.

In 2016/2017, about 46% of the national dressed meat produced in Rwanda came from cattle, followed by pigs (21%). Chicken and goats made up 17% and 13% of dressed meat respectively, and sheep only 3% (LMP, 2017). Pig production types include: (i) breeders who keep replacement of gilts and sows (breeding herd) that produce piglets for sale; (ii) growers who keep pigs for slaughter (market herd); these growers buy, rear, and fatten piglets; they also sell grown-up pigs for slaughter, and (iii) a mixture of breeders and growers who keep sows for production of piglets and keep pigs for slaughter.

Rwanda’s Livestock Master Plan indicates that pig meat production and GDP impacts under the Recommended Level of Investment (RLI) scenario show greater potential increments than poultry investment, 239% and 214% respectively, compared to the base year (2016/2017). The RLI in pigs would contribute significantly to fulfilling the national all meat requirement and would increase per capita pig meat consumption for Rwanda enough that it would also help to meet the Rwandan national development objective of improving food and nutrition security. Overall, in 2031 with the Livestock Sector Analysis (LSA), 80% of the total meat is projected to come from pigs (48%) and chicken (32%). Cattle would contribute only 14%, goats 5% and sheep less than 1%.

Despite the projected high potential of pig sub-sector in national development, the lack of appropriate pig genetics and limited access to pig Artificial Insemination (AI) services and output markets still limit the pig-sector potential growth. It is under this context that Orora Wihaze intends to develop innovations to support specialized commercial nucleus pig breeding farms to adequately supply appropriately bred pig stock to pig multiplier farms and increase access to pig AI services and output markets for smallholder pig producers in Rwanda.

As a market system project, Orora Wihaze in collaboration with Rwanda Agriculture Board (RAB) will leverage the two existing pig AI centres (one located in Muhanga District at RAB research station and the second located in Musanze at University of Rwanda – College of Agriculture and Veterinary Medicine (UR-CAVM) to develop innovations required to transform the pig genetic production and improve the AI services and output market linkages. The goal is for both centres to be be transformed into specialized nucleus pig breeding and multiplication centres with efficient pig AI distribution and output markets services. Additionally, Orora Wihaze will facilitate linkages between these centres and other regional and international livestock research organizations to strengthen and sustain a market-oriented pig breeding program in Rwanda. These linkages are expected to provide opportunities for research in related inputs such as pig feed as another area of interest among others.

4. PURPOSE OF THE CONSULTANCY
Overall, the development of a pig genetic market system will aim to: (i) improve the supply of quality and affordable pig genetic materials to producers, (ii) improve the provision of pig artificial insemination services to farmers and (iii) strengthen the linkages between breeders, producers, and markets (traders, processors, etc.). Specifically, the purpose of this consultancy is to develop and propose a feasible business model in pig genetic production, AI services and off take market linkages for smallholder pig producers in Rwanda. For the sustainability of this system, there is a need to involve different market actors ranging from policy makers to private operators and smallholder farmers.

5. TERMS OF REFERENCE
Overall, the task of the consultant is to develop an Activity Design Document (ADD), which is an Orora Wihaze project document, for pig genetic market system development including pig genetic dissemination, AI services and output market linkages. This will require the consultant to contact and engage key stakeholders in public and private sector as well as farmers for a common understanding on the existing constraints to the pig industry.

5.1. Deliverables
• Deliverable 1: Inception report outlining the consultants understanding of the tasks and the methodology to be used to complete the task and consultant’s plan of action and timeline for conducting the assessment.
• Deliverable 2: Concept note on pig genetic market system development.
• Deliverable 3: Draft Activity Design Document (ADD) on pig genetic market system development including estimated cost of intervention.
• Deliverable 4: Final Approved Activity Design Document on pig genetic market system development.

5.2. Key tasks/activities of the consultant
The following tasks will be completed:
• Assess key constraints and root causes affecting the pig genetic market system in Rwanda
• Identify economic, social, and environmental opportunities in the pig genetics market system development
• Identify practical interventions for improved pig genetic production, AI services and output market linkages
• Identify potential partners including private market actors and livestock research organizations such as, International Livestock Research Institute (ILRI) to collaborate with Orora Wihaze and propose appropriate institutional framework to achieve the intended objectives
• Define the recommended support of Orora Wihaze to facilitate the model development
• Develop a model charting how the Pig Genetic improvement can be self-sustaining beyond Orora Wihaze support
• Design an Activity Design Document (ADD), using a template provided by Orora Wihaze
• Propose the time, scope, and budget framework for the model to be implemented

6.1. Organizational arrangements
Orora Wihaze will contract one consultant who will undertake the assignment as described in this ToRs. The consultant will report to the Orora Wihaze Deputy Chief of Party (DCOP) with acquisition plus related remuneration handled by the procurement department. The consultant will spearhead the assignment and will be responsible for the submission of the deliverables as requested. All deliverables submitted by the consultant should be approved by Orora Wihaze DCOP.

6.2. Duty Station
The duty station of the work will be Kigali. For field work, Orora Wihaze District staff (District Portfolio Managers and District Nutrition Advisors) will provide working space and coordinate necessary field work. In Kigali, office space and internet for the consultant will be provided by Orora Wihaze as covid restrictions allow. Orora Wihaze will also provide transport to the field for approved travel outside Kigali to facilitate necessary stakeholder meetings.

6.3. Required Expertise and Qualifications
Required Qualifications:
• A degree in the fields of veterinary medicine, agri-business, agricultural economics, international development, social sciences, or related field.
• Willingness and excitement to learn about a new business model and make relevant recommendations
• At least 4 years of relevant professional experience
• Strong knowledge in pig value chain development
• Deep understanding of the Rwandan small and medium business landscape
• Demonstrate experience in the small stock sub-sector, especially in pig breeding, AI technologies
• Understanding of last mile delivery systems to rural households
• Ability to build costed plans and strategies.
• Demonstrate managerial skills in the field of small stock
• Experience in working and engaging with diverse sets of stakeholders, including private sector, public sector and farmers and farmer groups/cooperatives/associations
• Willingness to travel outside Kigali for necessary project site visits as needed
• Advanced computer literacy, including strong Excel and PowerPoint skills

Language requirement:
• Excellent written and verbal communication skills in English.

6.4. Payment modalities
The consultant shall be paid the consultancy fee in accordance with Orora Wihaze’s procurement procedures upon completion of the following milestones:
• 25% after completion, submission, and acceptance of inception report. The inception report details the understanding of the tasks and the methodology to be used to complete the task, consultant’s plan of action and timeline for conducting the assessment. It also provides additional guarantee of adherence to, and interpretation of the TOR.
• 25% after completion, submission, and acceptance of concept note on pig genetic market system development and draft Activity Design Document (ADD).
• 50% after submission of final Activity Design Document (ADD) on pig genetic market system development approved by Orora Wihaze.

Payments for multiple milestones may be combined or sub-divided at the discretion of the procurement department. Payment is subject to 15% withholding tax.

7. EVALUATION CRITERIA
The consultant will be evaluated against the following criteria:

• Consultant’s relevant knowledge, qualifications, past experience and skills
