Activity Overview
In October 2019, the United States Agency for International Development (USAID) awarded to a consortium led by Land O’Lakes Venture 37 a five-year Feed the Future Orora Wihaze Activity to sustainably increase the availability of, access to, and consumption of Animal Sourced Foods (ASF) in Rwanda through the development of an inclusive profitable market. Utilizing a market systems approach, this Activity will develop partnerships with ASF actors within the market system to pilot and scale innovations that address the constraints in Rwanda’s market for animal sourced foods. Orora Wihaze will adaptively prioritize and address interventions based on greatest opportunity for market impact.

Mission Of Land O’ Lakes Venture37
Land O’Lakes Venture37 seeks to partner with all agricultural players to drive market development, reduce investment barriers, and strengthen farmer-to-fork agricultural systems. An additional goal of Land O’Lakes Venture37 is to facilitate innovative, customized solutions using agronomic knowledge, local insights, robust data, and innovative technology. In Rwanda and through the Orora Wihaze Activity focusing on production and consumption of animal sourced foods, Venture37 works to connect entrepreneurs and businesses to the resources they need to create transformational products and services that fuel long-term growth and profitability.

Background To This Call For Applications
In its first year of implementation, Orora Wihaze completed an Activity-level Environmental Mitigation and Monitoring Plan (EMMP) that provides a comprehensive list of environmental concerns in the goat, poultry, swine, and aquaculture sectors and proposed mitigating actions. During Year 2, Orora Wihaze began to issue grants to market actors and released its first Request for Applications (RFA) to bridge the gap in its partner and activity pipeline. The Activity currently has 107 active grantees and is in conversations with 18 prospective grantees through the solicited RFA as well as through an unsolicited approach.
The rationale for this assignment is to assist Orora Wihaze to integrate environmental concerns and mitigation efforts into its grant activities, ensuring the Activity has thoroughly and accurately assessed all potential environmental risks associated with the implementation of its grants program.

Purpose Of The Consultancy And Terms Of Reference
Overall, the task of the consultant is to conduct environmental review screenings for grantees under Orora Wihaze and advise the Activity on tools and best practices for environmental screenings, risk thresholds, and mitigation measures. The consultant will review upcoming grants and screen them for environmental concerns using the Activity’s Environmental Review Form (ERF) and develop any corresponding grant-level EMMPs. The consultant will also review and recommend edits to monitoring and mitigation plans currently in draft form.

Key tasks/activities of the consultant
Tasks of this assignment include:
• Meet with the Activity’s Grants Manager and Deputy Chief of Party to discuss assignment.
• Review and recommend edits for up to 10 grant-level EMMPs currently in draft form.
• Conduct environmental review screenings for up to 20 prospective grantees and develop up to 10 activity-specific EMMPs for those grantees identified as needing one.
• Work side-by-side with Orora Wihaze’s technical staff to coach the team on best practices for conducting environmental screenings, determining risk thresholds, and identifying mitigation measures.
• Summarize the next steps needed for monitoring and mitigation of the grants for which the consultant developed an EMMP and recommend any other follow up needed to further train staff or address any other environmental compliance issues identified by the consultant.

Deliverables
• Revised EMMPs (those currently in draft form) for up to 10 grantees
• Completed environmental review screenings on up to 20 grantees and completion of up to 10 corresponding EMMPs as necessary
• Coaching plan developed and implemented for up to 5 days LOE of hands-on instruction of Orora Wihaze technical staff that contains an outline of the key points that the consultant will share with staff and reference while coaching them on how to develop EMMPs for grantees to address environmental gaps/issues identified through the screenings
• Final report and recommendations including a summary of next steps needed to monitor grant-level EMMPs developed, summarizing outcome of training and coaching, summarizing whether any follow-up or additional technical assistance will be needed in the future, and highlighting any other recommendations concerning environmental compliance for Orora Wihaze.

Required Expertise and Qualifications
• Demonstrated knowledge of USAID requirements on environmental concerns.
• At least 2 years of experience in conducting related environmental screenings and mitigation and monitoring plans for grantees of USAID-funded projects.
• Proficiency in MS Office applications.
• Excellent written and oral communication skills.
• Excellent team-working and interpersonal skills with the ability to build good working relationships.
• Ability to handle multiple tasks and provide regular feedback on progress.

Language requirement:
• Excellent written and verbal communication skills in English.

Evaluation Criteria
The consultant will be evaluated against the following criteria:
• Quality of proposal – 20%
• Experience and proven capabilities – 30%
• Consultant’s relevant knowledge, qualifications, and skills – 30%
• Cost proposal – 20%

Organizational Arrangements
Orora Wihaze will engage one individual consultant to undertake the assignment as described in the ‘Purpose of the Consultancy and Terms of Reference.’ The consultant will report to Orora Wihaze’s Grants Manager. Acquisition plus related remuneration will be handled by the procurement department. The consultant will spearhead the assignment and will be responsible for the submission of the deliverables as requested. All deliverables submitted by the consultant should be approved by Orora Wihaze’s Grants Manager.

Duty Station
The duty station of the work will be Kigali. Office space and internet for the consultant may be provided by Orora Wihaze upon request and as COVID-19 restrictions allow. The consultant will also be required to visit the grantees being screened to conduct an on-site assessment of environmental hazards. Venture37 will provide transportation but the consultant should be sure to include meals and lodging in their price quotation.

Payment modalities
The consultant shall be paid the consultancy fee in accordance with Orora Wihaze’s procurement procedures upon completion of the milestones/deliverables as follows:
• 30% upon completion of updating current draft grant-level EMMPs
• 30% upon completion of environmental screening and corresponding grant-level EMMPs for upcoming grantees
• 30% upon submission of coaching plan delivered to Orora Wihaze staff
• 10% upon submission of final report delivered
Payments for multiple milestones may be combined or sub-divided at the discretion of the procurement department. Payment is subject to 15% withholding tax.
