Legal Advisor & Notary at Nyanza District

Job Responsibilities

  • Provide notary services in compliance with legal regulations.
  • Serve as a member of the District Technical Coordination Committee, offering legal advice to prevent or manage litigation.
  • Draft, review, and sign tender contracts between the District and contractors/service providers.
  • Prepare bylaws and assess the legal implications of strategic decisions.
  • Analyze legal disputes, gather evidence, and recommend resolutions to the Attorney General.

Qualifications & Requirements

Education & Experience

  • Bachelor’s Degree in Law (required).
  • 0 years of experience (entry-level position).

Key Technical Skills & Competencies

  1. Legal & Analytical Skills – Strong ability to interpret laws and draft legal documents.
  2. Communication Skills – Fluent in Kinyarwanda, English, and/or French (knowledge of all is an advantage).
  3. Drafting & Contract Review – Experience in legal writing and contract preparation.
  4. IT Proficiency – Strong skills in MS Office (Word, Excel, PowerPoint, Outlook) and social media.
  5. Ability to Work Under Pressure – Efficient in high-demand environments.
  6. Attention to Detail & Independence – Conscientious and self-motivated.

Psychometric & Behavioral Competencies

  • Critical Thinking & Decision Making – Strong problem-solving abilities.
  • Time Management & Patience – Ability to handle tasks efficiently under deadlines.
  • Conflict Resolution & Active Listening – Strong interpersonal skills.
Participate in the planning and/or review of the District-specific Master Plan and co-supervise its implementation. Prepare construction permits in collaboration with relevant staff for issuance by the District. Supervise contractors’ engineering work to ensure value for money and compliance with technical specifications. Monitor ongoing private construction works for adherence to the master plan and provide safety advice.
