The Rwanda ICT Chamber is an arm of the Private Sector Federation (PSF) Rwanda. Established in 2011, Rwanda ICT Chamber is the leading partner for organizations to share experience, network and meet key players in the Rwandan ICT sector. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.
The program ‘Promotion of Economy and Employment’ (EcoEmploi) is part of the priority area ‘Sustainable Economic Development’ of the Rwandan-German Development Cooperation. With the objective, that ‘selected public and private actors have implemented employment-generating measures’ and therewith contributing significantly to job generation in Rwanda, the program is based on an integrated approach of Private Sector Development, TVET/Skills Development and Labour Market interventions in the selected economic sectors ICT, Wood, Tourism, E-Commerce and Creative Industries.


WeCode
The ICT Chamber, with the assistance of GIZ’s Eco-Emploi program, is incubating ‘We Code’, a programming academy and software agency, offering micro-degree-programs to address the skills-mismatch in Rwanda’s ICT sector. WeCode is providing high class IT training to working-age Rwandan women (18-44) who do not necessarily need a prior degree or work experience in the field. Applicants are selected using a series of comprehensive data points while hands-on skill building is provided using cutting-edge learning science. The focus of the program is to develop expertise in the most in-demand ICT skills according to the Rwandan masterplan 2020 and in exchange with representatives from the industry, to foster the next generation of tech leaders in the country. It is intended to run a pilot project to gain an understanding of the specific local challenges and opportunities that will lead to a more sustainable project outcome in the longer run. The pilot shall address beginners and advanced students alike and needs to be monitored and evaluated throughout.
For We Code, we are searching for a Program Manager, based within the ICT Chamber Rwanda in Kigali.


About the Position
WeCode is looking for a Program Manager to lead the pilot phase in Kigali and a secondary city in Rwanda over twelve months, with a possibility to lead the expansion across Rwanda. This is an opportunity to lead and develop an education and employment model that equips Rwandan women with 21st-century skills to compete in the global market, while still living at home. The role is based in Kigali, Rwanda, but requires traveling across the country.
As Program Manager, you will drive the expansion of WeCode, moving from a piloting and evaluating phase into one of rapid growth. You will be the focal person supervising the execution of the program and lead all critical priorities: evaluating, streamlining and systematizing the delivery of the program; building an operating campus in Kigali and a secondary city, as well as evaluating and expanding the model to other cities across Rwanda.


As Program Manager, you will work closely with the program-delivering partner of WeCode and report directly to the Board of Directors, consisting of representatives of the ICT Chamber and Eco-Emploi, and play an integral role in bringing WeCode to life. You will have overall responsibility for both launching WeCode’s education unit and overseeing its ongoing operations. This includes the delivery of an “Intro to Programming” boot camp for 300 women, with and without prior ICT-knowledge and –expertise in an 8 weeks’ timeframe. The aim is to see at least 80% of the students graduate by the end of the course.
To accomplish this, you will assist in designing the selection criteria, the technical assessment as well as the on-boarding days for the applicants. Since this is a pilot, you will additionally be required to critically evaluate the processes and have the opportunity to re-design the program for a nationwide rollout.


Within the next year, you will be expected to substantially increase student enrollment in Kigali while spearheading the expansion of the program across the country. In addition to fine-tuning the existing model, We Code's launch in other cities is an excellent opportunity to re-design and adapt the model to the market’s needs.


Responsibilities include but are not limited to:

  • Collaborate with Board of Directors, consisting of representatives of the ICT Chamber and Eco-Emploi, and senior leadership to set vision and strategy
  • Build a strong organizational culture defined by clear principles including—but not limited to—high expectations, transparency, growth mindset, and customer orientation
  • Serve as the external voice for the organization and thought leader on the transformation of technical education in the developing world, engaging with partners, and leading thinkers
  • Cultivate and managing relationships with key strategic partners (e.g., employer partners and university partners) that lie at the heart of the WeCode model
  • Develop and manage a detailed work plan for all activities of We Code
  • Provide expertise and technical support to the initiative to improve teaching and learning
  • Work collaboratively with colleagues and Board of Directors to advance the strategy of We Code
  • Work with the Board of Directors to build and manage relationships and liaise with partners, employers, donors, community and key stakeholders relevant to We Code’s mission.
  • Build and manage relationships with thought leaders and global stakeholders in the field to increase We Code’s knowledge base and visibility.


Candidate Requirements:

  • Master’s degree in a related field
  • Minimum of five (5) years’ experience leading and managing a team.
  • Greater consideration will be given to individuals with local knowledge and experience.
  • Experience with integration of technology in education. Experience with educational technology (EdTech) hubs will be an advantage.
  • Experience and knowledge in using ICT for teaching and learning technology.
  • Experience with running and managing a space such as a school or conference center.
  • A successful track record of leading and managing programs and building partnerships.
  • Substantive knowledge of key issues and emerging trends and barriers in teacher education.
  • Excellent prioritization and time management skills with strong attention to detail.
  • Demonstrated strong organizational skills in a multi-cultural setting. Ability to handle multiple tasks, reprioritizing tasks where necessary.
  • Superior written and verbal communication and presentation skills in English.
  • Ability to set and achieve clear objectives and deadlines to meet deliverables.
  • Proficient computer skills including Word, Excel and PowerPoint.
  • Flexibility, intellectually curious and open. You are comfortable with ambiguity, receptive to new ideas and also willing to change when presented with best options.
  • Confident and comfortable challenging expert opinion.
  • Act as a change agent to drive innovation forward by fostering collaboration with cross-functional groups and teams.
  • Demonstrates a high degree of interpersonal skills with the ability to manage relationships at all levels both internally and externally.
  •  Innovative and entrepreneurial. This individual can formulate and develop new or creative approaches to problems and inspires others on the team to do so as well.
  •  Professional maturity and sensitivity to working within different cultures.
  • Impeccable integrity as demonstrated through solid judgment.
  • You are very systematic in your management practices, including both people management and performance management
  • You have substantial experience in the developing world (Africa experience preferred but not required) and are committed to living in Africa for the next 4+ years
  • You are passionate about learning and view education as the critical lever for global development. You may or may not have work experience in the sector, but you have a track record of developing others through coaching, and you geek out on research and insights about how people learn and grow
  • You have an exceptional ability to think strategically and yet you sweat the small stuff
  • You take pleasure in excellence and impact more than credit or status
